The National Democratic Institute for International Affairs (NDI) seeks a Program Manager (PM) for the “Three Areas” (Southern Kordofan, Blue Nile, and Abyei), based in Khartoum, Sudan but with significant time spent in the Three Areas. The PM will work closely with other program staff to support the work of NDI’s programs in Sudan; deepen the impact of its current programs and contribute to all future activities.
The Three Areas are complex and politically sensitive; as a consequence NDI has developed a distinct program. The purpose of the program is to strengthen democracy and reduce conflict by increasing the capacity of civil society for civic engagement and raising awareness of the political processes specific to these areas amongst the citizens of Blue Nile, Southern Kordofan and Abyei. The position is available immediately.

Background
The Three Areas consists of the Blue Nile, Southern Kordofan and Abyei Area. They are distinguished by their history at the front lines in the war between the Southern Peoples Liberation Army (SPLA) and the Government of Sudan (GoS), their geographic location on the fault line between North and South and the distinct political settlements provided for them by the 2005 Comprehensive Peace Agreement (CPA).

Addressing the needs and grievances of the citizens of the Three Areas is widely considered to be central to the peace and stability of Sudan and critical to any successful democratic transformation.

NDI’s presence in the Three Areas

NDI currently provides technical assistance and funding to three civic and voter education coalitions, in Southern Kordofan, Abyei and the Blue Nile. To do this the Institute employs six program staff and maintains three offices which cover 5 programming locations; Agok (Abyei) Kadugli, Kauda (Southern Kordofan) Damazine and Kurmuk (Blue Nile).

Program Activities
Over the last year politics in the Three Areas has been dominated by the National Elections. Starting from May 2010 Southern Kordofan and Blue Nile have been engaged in the Popular Consultation process while citizens of Abyei await the implementation of the Abyei referendum
The Institute supports partners to conduct civic engagement activities related to these processes.

    * Support NDI’s civic engagement activities into the Three Areas by building and maintaining relationships with key partners;

    * Provide guidance, technical assistance and ongoing support to civil society groups to conduct civic engagement activities;;

    * Provide training on coalition building, campaign planning, community mapping, finance and budgeting, principles and practice of neutrality as well as substantive information on election processes to the NDI partners in the Three Areas;

    * Provide guidance and support to the NDI staff working in the Three Areas;

    * Monitor current events and political developments in the Three Areas (and Sudan in general), and maintain political timetable to feed into curriculum framework;

    * Contribute to the development of voter education curricula, particularly relating to issues relevant to the Three Areas;

    * Ensure that programmatic goals are achieved, and operational and reporting requirements are adhered to;

    * Draft and submit field reports that monitor and measure program results and political developments;

    * Build and maintain relationships with USAID, government officials, civil society actors, and other stakeholder groups;

    * Contribute to NDI board memos, briefing memos, bi-weekly reports to the DC office, reports to donors, and other reporting requirements as needed;

    * Keep financial records of all expenditures in strict accordance with NDI accounting procedures, and reconcile with NDI-Sudan administration.

Requirements:

    * Bachelor’s degree, preferably in International Relations or related subject; graduate degree preferred;

    * Minimum of eight (8) years relevant work experience in international development, community organizing, political campaigns, organizational development, legislative affairs, or equivalent experience at NDI;

    * Familiarity with U.S. Agency for International Development (USAID) regulations, reporting requirements and methodology; experience developing and maintaining collaborative relationships with USAID and other international organizations;

    * Exceptional interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, policy makers, US and foreign government personnel, members of donor organizations and donors;

    * Excellent managerial and interpersonal skills;

    * Excellent oral and written communications skills to effectively present information and respond to questions, PC-based computer literacy is required;

    * Exceptional writing skills to effectively edit proposals and write reports and publications;

    * Ability to work both independently and as a member of a team;

    * Ability to multi-task and manage time effectively – juggling work load and deadlines of donors;

    * Ability to live, travel, and work in an extremely challenging political environment, with Middle East or Africa experience and/or experience working in conflict or immediate post-conflict environments preferred;

    * Experience managing national staff for an international development organization highly preferred;

    * Exceptional analytical skills for interpreting and resolving complex program and political issues as they arise;

    * High degree of organization and initiative;

    * Experience in financial management and reporting;

    * Experience living and working in Eastern Africa or the Middle East preferred;

    * Fluency in English; knowledge of Arabic preferable but not required.
