Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security. Saferworld has been working in Africa since 1997, with a primary focus upon East Africa and the Horn region. We have well-established programmes in Kenya, Uganda, Somalia and Sudan. In addition, Saferworld supports regional and international conflict prevention and security processes. Saferworld headquarters are in London, with a regional office in Nairobi, and country offices in Kampala and Juba. The Somalia programme is managed from Saferworld's Nairobi office with plans to establish an office in Somaliland in the near future.
Saferworld's programme of work in Somalia/Somaliland has two components. The first aims to strengthen the participation of Somali Non-State Actors in decision-making on peace, security and development. Key themes in this project are participatory decision-making, inclusiveness and capacity building of 'platform' structures so that they more effectively channel NSA voices in policy dialogues. The second component is focussed on conflict and security issues and includes carrying out conflict analyses to help international agencies become more responsive to conflict issues; supporting the development of an 'Observatory' on peace and security issues based initially in the University of Hargeisa; and providing technical advice to members of a consortium of organisations working to create a 'Somali Community Safety Framework' in which new 'bottom-up' approaches to addressing localised safety and security problems are being developed and shared. i. Work in conjunction with DLI and his/her supervisor to develop the DLI's Individual Development Plan (IDP).
ii. Oversee documentation and record keeping related to DLI Individual Development Plans (IDPs) -updated in light of training taken, training scheduled, and new opportunities, in coordination with supervisor and DLI junior officer.
iii. Develop training tracking plans and matrices, feedback sheets and evaluation forms to ensure that DLI rotations are productive for the junior officer, that the rotation supervisor has an opportunity to provide input to the official DLI supervisor and that the DLI junior officer will have an opportunity to provide feedback on the efficacy of the assigned rotation.
iv. Manage all aspects of any planned DLI training curriculum and, as appropriate, be responsible for the development of course curriculums.
v. Coordinate with EXO to locate, contract (if necessary), and supervise logistics and administration for instructors (USAID staff in the region, retired USAID officers, and/or USAID Washington staff).
vi. Maintain close contact with USAID technical and support offices and Embassy and other USG offices in-country to identify opportunities for DLIs to fully maximize their rotations. Prepare EPI input to the Regional work plan and all related documents including providing guidance to all UNICEF supported immunization programmes (Mainly Maternal and Neonatal Tetanus Elimination, Measles Control and Polio Eradication) with focus on results-based management.
2. Technical leadership and guidance provided to government and other EPI stake holders in collaboration with WHO and other partners in the development of EPI strategies, methodologies and identification of new approaches for improving programme delivery with emphasis on advocacy, community participation based on Human Rights Approach to Programming and Community Capacity Development. This includes emergency preparedness and response with a particular focus on vaccine preventable disease prevention and control.
3. Technical, institutional and financial feasibility and constraints of EPI programmes reviewed and evaluated in co-ordination and collaboration with Governments and other EPI partners. Countries assisted in resource mobilization and countries ensured prioritization of EPI in PRSP and other sector wide approaches.
4. Technical and operational leadership, guidance and coordination provided to key government and non-government partners on the use of EPI as an opportunity of scaling up tailored packages of maternal, neonatal and child survival interventions including implementation of detailed EPI work-plans and budgets.
5. Programme monitoring, evaluation and reporting carried out in a timely manner, efficiently, rigorously and transparently in compliance with the established guidelines and procedures.
6. Supply and non-supply assistance in support of EPI provided to countries in coordination with operation / supply sections as per approved plan of action. Government and non-government recipients accountable for UNICEF supply, non-supply and financial assistance.
7. Effective knowledge management through documentation and dissemination of lessons learned; development and implementation of appropriate capacity building strategies in new technologies and new approaches; and technical leadership, guidance and coordination of operational research.
8. Integration of rights-based approaches and humanitarian principles in routine EPI and in accelerated disease control and eradication programs such as polio eradication, measles and maternal and neonatal tetanus elimination through advocacy & community participation.
9. EPI program Monitoring and evaluation conducted through country visits, remedial action undertaken for identified gaps and problems for accelerated and improved EPI program delivery.
10. UNICEF’s global goals, GIVS goal & targets, and Immunization-related MDGs effectively promoted through advocacy and policy dialogue in the Health sector.
11. Effective communication, networking and leveraging achieved in coordination with other programs contributing to the achievement of overall regional program through partnership and collaboration with government, UN and non-government partners.

The LWF/DWS Kenya/Djibouti Programme is currently seeking the services of a qualified and experienced consultant to lead the process of primary school curriculum development for Ali Adde refugee camp in Djibouti.

The task is to work with the refugee teachers, school management committee (SMC) and parents, Government of Djibouti education and other officials, UNHCR, LWF and other educational stakeholders, to formulate the key elements of a suitable primary school curriculum. To complete the task, the consultant will build on the Baseline Assessment Report completed with all stakeholders in the beginning of 2010.
