FLEET MANAGEMENT ASSISTANT REF: SC&A – FMA – SEPT 2010
Reporting to the Support Services Manager the job holders will implement policies, procedures and processes related to the management of the Safaricom fleet namely; fleet management, fuel management, reporting and analysis relating to fleet utilization, maintenance, tracking, replacement, and disposal of motor vehicles. In addition the person will provide technical, analytical and advisory competencies to these services thus delivering value adding outputs essential for cost management and efficient utilization of the fleet by user departments.

The job holder’s key responsibilities will be to:
* Monitor the adherence of the fleet management policy and procedures and ensure all company vehicles adhere to the company’s security policy;
* Ensure all vehicles are serviced as per recommended service intervals;
* Verify repair estimates/ quotations to ensure adherence to contract guidelines, warranty, re – work or abuse incidents;
* Prepare operational reports, fleet utilization, exception reports and fuel usage, fleet usage exception reports;
* Coordinate new vehicle delivery with suppliers and user departments and ensure timely deliveries;
* Coordinate customer service between vehicle suppliers, garages and internal customers;
* Verify payment documents from suppliers prior to sending to accounts payable;
* Coordinate fleet management supplier relations – vehicle monitoring and fleet management software providers;
* Monitor quality of services provided by service providers – variance analysis/ frequencies of occurrences;
* Ensure fleet database is updated and data accuracy is maintained;
* Issuance of fleet and safety related accessories delivered via supply chain.

The ideal candidate should possess the following skills and competencies;
* Degree from recognized university preferably in Business studies, IT, Engineering or other related discipline;
* Qualification in fleet management or logistics will be an added advantage;
* At least 5 years work experience, of which 2 years should be in fleet or transport administration in a dynamic business environment or services sector;
* Ability to plan, assess and review operational processes and activities;
* Excellent problem solving and analytical skills with good evaluative skills and ability to think critically;
* A highly innovative, results oriented individual with excellent organizational skills;
* Attention to details and result oriented;
* Must have the ability to work within strict deadlines with minimum supervision.
* A proven team player with excellent communication and interpersonal skills.

THE ORGANIZATION
Handicap International is an INGO specializing in the field of disability and development. A strong emphasis is placed on empowering people with disabilities through their integration into mainstream development activities and the provision of appropriate health and rehabilitation services to ensure equal opportunities for all.

Context
The Diabetes in East Africa Region Project aims to jump start community-level action in response to the emerging threat of diabetes in rural communities where Handicap International has longstanding relationships with health ministries and local stakeholders.
In addition, with links to the international community, including the International Diabetes Federation, the project support efforts to create awareness at the global level of the needs and local responses by those most impacted by the disease. Using knowledge gained by various groups in the region, the project aims first at reinforcing the health system response at the primary health care and secondary and tertiary care levels. Linking health services with community outlets will enhance their accessibility and affordability for the rural
population.
Stakeholders will look at solutions to key operational barriers in provision of affordable drugs. Awareness campaigns and local, national and international mechanisms of knowledge sharing will inform general population on the disease, its related risks and possible measures of prevention.
The project promotes local ownership and seeks to demonstrate how integrated diabetes management (prevention, care, rehabilitation) needs to become a priority at every level. Establishing and facilitating exchange of experience based on lessons learned and best practices will contribute to maximize and avail expertise within the 3 target countries (Burundi, Kenya and Tanzania) and beyond.

THE POSITION
Summary of Key Functions
The Monitoring and Evaluation (M&E) Officer for Diabetes in East Africa Region Project will
provide technical assistance in the main following areas:
• Quality assurance for project planning, monitoring, evaluation and reporting.
• Capacity building of project team and partners in project monitoring, evaluation and reporting area.
•Knowledge management (identification and dissemination of lessons learnt and good practices from the project implementation).

RESPONSIBILITIES
Based in Nairobi with frequent travels to Western Kenya, Burundi and Tanzania and under the
supervision of the Regional Project Coordinator, the M&E Officer will :
1. Coordinate and follow the smooth running of project monitoring, evaluation and reporting activities.
2. Define/adapt Monitoring and Evaluation plan for the project and conduct regular visits to
field.
3. Work closely with project teams in developing monitoring and reporting tools.
4. Develop and update indicators tracking monitoring tools in collaboration with Project Managers/ officers and Regional Coordinator.
5. Organize relevant project and partners staff trainings, especially in the areas of: data collection, development of data collection tools, data analysis and proper use of data for decision making.
6. Keep track of regular and timely submission of reports and prepare regional quarterly and annual reports.
7.Contribute to a wide organizational learning process by preparing newsletters and disseminating data, lessons learned, best practices, qualitative and anecdotal evidence provided by activities implemented in the field.
8.Develop an appropriate documentation and dissemination system related to the various activities of the project.

Qualifications and skills required
Education
• University degree in public health, biostatistics,epidemiology, social sciences or related discipline
• Training in Designing, Monitoring and Evaluation of public health programmes an asset
•Relevant training in knowledge management would be an asset

Experience
• Sound experience in developing surveys protocols,coordination of data collection and analysis
• Experience in public health project evaluation(Knowledge, Attitudes and Practices surveys, Quality services, Client satisfactory surveys, project evaluations,)is an asset
•Experience and good understanding of Ministry of Health Management Information Systems

Solidarités is an international humanitarian aid organization which provides assistance to populations who are victims of armed conflict or natural disasters. For 30 years, Solidarités has concentrated its action on meeting three vital needs: water, food and shelter. By carrying out emergency programs, Solidarités has acquired experience end expertise in the fields of access to drinking water and sanitation.

In the Horn of Africa, Solidarités is currently implementing food security, water and sanitation projects in Kenya and Somalia.

1/Objective of the position

This position is aimed to improve efficiency and quality service of the procurement unit in the whole Kenya -Somalia mission.

The Purchase Manager is responsible for managing and delivering an efficient and effective purchase service across all programmes and field sites. This includes implementing, monitoring and following-up across all purchase disciplines to ensure that Solidarités International’s standard policies and best practice is adhered to. The role will provide leadership, technical support and capacity building to the country logistics staff that are involved in purchase.

2/Hierarchy

The Purchase Manager is under the responsibility of the Logistic Coordinator. The Purchase Manager supervises the purchase officer. He/She will work in close relation with the logistics staff in the coordination office, the Log/Admin and logistics assistants on the field.

3/Keys responsibilities

Note: this list gives the framework of your activities but it is not exhaustive. You may be asked to complete other duties.

The post holder will be responsible for the performances of the following:

General
  • Develop a coherent country procurement strategy that takes into consideration Solidarités International’s Procurement Policy, donor requirements, project duration and needs, lead time and delivery constraints and ensure its timely implementation.
  • Provide procurement guidance, advice and support to all programme and field sites and the logistics staffs as necessary or as requested.
  • Ensure that Solidarités International’s policies, systems and guidelines are implemented, used and adhered to.
  • Ensure qualitative and cost efficient procurement of materials and equipments in the mission with transparency.
  • Carry out market survey, analyse and carry out regular update of supplier and price lists
  • Ensure constructive and effective working relationships are developed and maintained with the Coordination team, Field Offices and Head Office.
  • Maintain a high quality, country-wide procurement system, which is accountable, transparent and compliant with Solidarités International’s Procurement Policy and donor requirements.
  • Ensure active monitoring of the purchasing process including overseeing local customs clearance of imports, until delivery of the goods and the official handover of items against signature of receipt.
  • Ensure that the filing system to record and archive all procurements is rigorously maintained.
  • Ensure the maintenance of a supplier database and develop robust local supplier relationships.
  • Ensure effective and efficient links with Solidarités International HQ Purchase Manager.
Program and Base Support
  • Lead the procurement components of project planning and preparation of donor proposals and reports.
  • Ensure donor compliance and produce regular, timely and accurate reports for Solidarités International
  • Identify areas of improvement in the organisation of procurement, and work with the logistics coordinator to implement them.
  • Insure Base equipments, materials, and other program inputs are purchased and delivered in time.
  • Work with Field log/Admin and coordinators to implement procurement schedules and supervise procurement done in the coordination and all bases.
Reporting
  • Compile monthly IOF follow-up, analyse and give recommendations to purchase officer and field staffs.
  • Compile monthly updated projects purchase schedules, analyse and give recommendation to purchase officer and field staffs.

4/Qualifications and experiences requested

Qualifications:
  • Minimum Business degree in relevant field.
  • Professional training in procurement and logistics
  • Member of a professional body in logistic for supply chain management is an advantage
Experiences:
  • Minimum of 5 years experience of procurement management in a senior position on which 3 years should be in an International Organisation.
  • Experience of cross cultural environment
  • Experience in team management and planning
  • Experience in food security, water and sanitation relief aid project
