Position: Purchase Manager

Line Manager: Logistic Coordinator

Location: Nairobi, Kenya

Duration: 1 year with possibility of extension

Solidarités is an international humanitarian aid organization which provides assistance to populations who are victims of armed conflict or natural disasters. For 30 years, Solidarités has concentrated its action on meeting three vital needs: water, food and shelter. By carrying out emergency programs, Solidarités has acquired experience end expertise in the fields of access to drinking water and sanitation.

In the Horn of Africa, Solidarités is currently implementing food security, water and sanitation projects in Kenya and Somalia.

1/Objective of the position

This position is aimed to improve efficiency and quality service of the procurement unit in the whole Kenya -Somalia mission.

The Purchase Manager is responsible for managing and delivering an efficient and effective purchase service across all programmes and field sites. This includes implementing, monitoring and following-up across all purchase disciplines to ensure that Solidarités International’s standard policies and best practice is adhered to. The role will provide leadership, technical support and capacity building to the country logistics staff that are involved in purchase.

2/Hierarchy

The Purchase Manager is under the responsibility of the Logistic Coordinator. The Purchase Manager supervises the purchase officer. He/She will work in close relation with the logistics staff in the coordination office, the Log/Admin and logistics assistants on the field.

3/Keys responsibilities

The post holder will be responsible for the performances of the following:

General
  • Develop a coherent country procurement strategy that takes into consideration Solidarités International’s Procurement Policy, donor requirements, project duration and needs, lead time and delivery constraints and ensure its timely implementation.
  • Provide procurement guidance, advice and support to all programme and field sites and the logistics staffs as necessary or as requested.
  • Ensure that Solidarités International’s policies, systems and guidelines are implemented, used and adhered to.
  • Ensure qualitative and cost efficient procurement of materials and equipments in the mission with transparency.
  • Carry out market survey, analyse and carry out regular update of supplier and price lists
  • Ensure constructive and effective working relationships are developed and maintained with the Coordination team, Field Offices and Head Office.
  • Maintain a high quality, country-wide procurement system, which is accountable, transparent and compliant with Solidarités International’s Procurement Policy and donor requirements.
  • Ensure active monitoring of the purchasing process including overseeing local customs clearance of imports, until delivery of the goods and the official handover of items against signature of receipt.
  • Ensure that the filing system to record and archive all procurements is rigorously maintained.
  • Ensure the maintenance of a supplier database and develop robust local supplier relationships.
  • Ensure effective and efficient links with Solidarités International HQ Purchase Manager.
Program and Base Support
  • Lead the procurement components of project planning and preparation of donor proposals and reports.
  • Ensure donor compliance and produce regular, timely and accurate reports for Solidarités International
  • Identify areas of improvement in the organisation of procurement, and work with the logistics coordinator to implement them.
  • Insure Base equipments, materials, and other program inputs are purchased and delivered in time.
  • Work with Field log/Admin and coordinators to implement procurement schedules and supervise procurement done in the coordination and all bases.
Reporting
  • Compile monthly IOF follow-up, analyse and give recommendations to purchase officer and field staffs.
  • Compile monthly updated projects purchase schedules, analyse and give recommendation to purchase officer and field staffs.
  • Monthly procurement narrative report.
4/Qualifications and experiences requested

Qualifications:
  • Minimum Business degree in relevant field.
  • Professional training in procurement and logistics
  • Member of a professional body in logistic for supply chain management is an advantage
Experiences:
  • Minimum of 5 years experience of procurement management in a senior position on which 3 years should be in an International Organisation.
  • Experience of cross cultural environment
  • Experience in team management and planning
  • Experience in food security, water and sanitation relief aid project

Skills and competences:
  • High professional integrity
  • Hard working
  • Ability to propose and put into action new ideas
  • Excellent Computer skills (Word, Excel, Outlook)
Languages:
  • English (working language): fluent, with excellent writing skills.
  • Kiswahili remains desirable skills
  • Knowledge of French is a plus
