Manager, Internal Audit for Democratic Republic of Congo (Based in Nairobi with 50% travel to DRC)

Position Summary:

The Internal Audit Manager role assists the organization achieve its objectives by promoting accountability and decision making.

It provides a reasonable assurance that resources are safeguarded, operations are effectively managed, internal policies and procedures, and external regulations are complied with, financial and operational information are reliable, and operational objectives are accomplished.

The role is part of the global audit team. S/he will conduct audits of five offices of the IRC DRC program, evaluate risks and internal control weaknesses and develop recommendations for improvements.

This person will not only strive to maintain the highest ethical standards but also exercise due professional care in his or her work.

Summary of Responsibilities and Functions:

* Plan and conduct internal audit reviews, special reviews and other related audit assignments in the DRC country office and provincial offices in Kinshasa, Goma and Lubumbashi.
* Exercise judgment in anticipating the need for and identifying audit procedures where guidance is not currently available, by identifying risks, thinking through the implications and determining cost effective control options and audit tests;
* Draft audit reports to include conclusions, recommendations to correct deficiencies disclosed, and suggestions to correct the findings. Review findings with provincial office senior management team and Regional Director.
* Monitor progress on correction of deficiencies and implementation of agreed action plans and provide feedback for continuous improvement of the audit process.
* Develop and maintain appropriate working relationship with the country team and influence change that improves internal controls and risk management practices in the DRC program.
* Take ownership for the assurance process to ensure that all work delivered, including working papers meets the standards required and supports the audit findings, conclusions and recommendations.
* Conduct audits in line with agreed budget and timescale allocated; where necessary make judgment on the appropriate scope and duration of the audits.

Education, Experience, Knowledge and Abilities:
* Bachelor’s degree in business related field.

* Professional certification- CPA/CA, CFE, CIA.
* Minimum 5 years of internal or external audit experience in the NGO sector or a grant related entity.
* Good verbal and written communication skills in English. Fluency in French required.

The United States Agency for International Development (USAID) Kenya Mission seeks to fill the position of Monitoring & Evaluation /Gender Specialist in its Democracy & Governance (DG) Office. The position is based in Nairobi and is open to qualified Kenyan citizens.

Basic Function of the Position:
The incumbent serves as the principle Democracy and Governance specialist on monitoring and evaluation (M&E) and the principle gender and development specialist for the USAID Mission. Under the direction of the DG Office Chief, the incumbent provides a full range of consultative, advisory, information gathering, analytical, and evaluative responsibilities in the M & E and gender fields.
The incumbent also provides technical services to support the preparation and approval of DG activity design, program implementation, monitoring, results reporting, drafting of annual reports, and review of strategic frameworks. S/he has direct responsibility for the management of the Women Empowerment and Justice Initiative and gender-related activities.

Major Duties & Responsibilities:
Some of the specific tasks envisioned include, but are not limited to:
* lead the development and maintenance of all DG Office Performance Management Plans, providing professional advice on results indicators and on the establishment of baselines and indicator targets;
* plan and carry out regular data quality assessments, evaluations, and impact assessments of partner activities;
* advise and mentor DG partners in designing and implementing their M&E systems by guiding them on the selection of appropriate indicators;
* provide technical support to the Mission and Mission partners in the area of gender;
* build and foster strong relationships with women’s groups and grassroots organizations that focus on gender issues, for example, gender-based violence and peace-building;
* identify areas where gender issues are likely to arise and plan strategically to ensure gender inclusion in activity design, implementation, monitoring and evaluation, and project assessment;
* draft project implementation documents including action memos, budgets, and formal correspondence;
* review, critique, and approve project work plans, key personnel, etc. to ensure compliance with the award documents;
* monitor disbursements, provide administrative approval of expenditures, and prepare financial accruals;
* visit field operations to monitor implementation, evaluate performance, and identify and resolve problems.

Required Qualifications:

Education: A Master’s degree in a pertinent field such as gender and development studies, evaluation, economics, women’s studies, statistics, international development, anthropology, or other related area.
Experience (40%): A minimum of seven years experience with gender integration and empowerment, including experience in program development and management. Demonstrated experience with practical approaches for advancing gender equity in developing countries. A minimum of seven years experience in program monitoring and evaluation, strategic planning, impact assessment, and reporting. Prior work experience with an international donor and/or government in the region is highly desirable. Experience working in a cross-cultural setting on teams with individuals of varied backgrounds.

Knowledge (30%): In-depth understanding of gender-based programming, women’s empowerment in development, and gender mainstreaming. Extensive knowledge and demonstrated experience with the theory, practice, and policies governing M&E of development programs and projects. Practical experience in strategic planning and valuation/impact assessments. The incumbent must know, or be willing to learn, relevant U.S. Government (USG) procedures, regulations, programmatic processes, and policies that govern grant and contract management.

Skills & Abilities (30%): Fluency in English with strong English writing skills and the ability to produce complex documents that require minimal editing. At least a working knowledge of Kiswahili. Experience working with updating and maintaining databases. Strong computer skills, including Microsoft Office Suite.

Ability to work with minimum supervision and produce accurate and timely data and reports in a high-pressure environment under tight deadlines. Excellent communication and interpersonal skills including the ability to develop and maintain high-level contacts in both government and business circles.
