National Consultant - Governance Outcome Evaluation Government of Kenya/UNDP Country Programme Action Plan

General Objective

The overall objective of this External Evaluation is to review progress towards the outcome objectives, assess the efficiency and cost-effectiveness of how the Programme has moved towards its objectives and outcomes, identify strengths and weaknesses in the Programme design and implementation, and provide recommendations on sustaining implementation of the activities, initiated within the components, for the next programming cycle.

For this purpose, an evaluation team comprising an International Consultant (Team Leader) and a National Consultant will undertake the evaluation exercise. The National Consultant will work under the guidance of the Team Leader.

Main tasks

In order to achieve the above objective, under the overall guidance of the Management Team, comprising UNDP and coordinating Government authorities and in consultations with programme component partners and stakeholders, the National Consultant will work under the leadership of the Team Leader and he/she is expected to perform following duties:

    * Evaluate the level of progress made towards achieving the outcome, including contributing factors and impediments;
    * Assess the extent of the UNDP contribution to the achievement of the outcome through related project/ AWP outputs;
    * Assess viability and effectiveness of partnership strategies in relation to the achievement of the outcome;
    * Identify and assess lessons learnt and best practices in relation to management and implementation of activities to achieve the related outcome;
    * Identify institutional strengths and weaknesses and areas for the improvement of the CO programme strategy in the field of Governance through sustainable initiatives and more equitable economic growth;
    * Make recommendation on sustaining implementation of activities, initiated within the framework of the CPAP and to be used as input to the CPAP mid-term review.

   1. Explaining why they consider themselves the most suitable for the work
   2. Provide a brief methodology, on how they will approach and conduct the work

    * Personal CV including past experience in similar projects and contact details of referees
    * Financial proposal indicating their consultancy lump sum fee.
