The African Union Established as a unique Pan African continental body is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a New Partnership worldwide.  Its Headquarters is located at Addis Ababa, capital city of Ethiopia.
In seeking to achieve these objectives, the African Union intends to strengthen its capacity to deliver, by amongst others, the implementation of a new organizational structure and the filling of all vacant posts.
The Commission of the African Union invites applicants who are citizens of Member States for the Regular Position of Deputy Director, Internal Audit.

6. Status: Statutory Contract
 
7. Qualifications and Experience:
Qualifications:
  • Must have at least a Master’s Degree or equivalent preferably in Internal Auditing, Accounting or Financial Management or a professional certification in Internal Auditing or Accounting such as CIA, ACCA, CPA, CA, or CIMA.
  • Membership to a recognized Institute of Internal Auditors would be an added advantage.
Work experience:
  • Must have at least 10 years of progressively relevant working experience in Auditing, Accounting or Financial Management of which at least 5 years should be at senior management level.

  • Excellent interpersonal skills and ability to organize and motivate others and to work in a multi-cultural environment;
  • Ability to lead teams in achieving audit/assignment objectives within budget;
  • Excellent drafting and reporting skills;
  • Good communication and negotiating skills;
  • Good planning and organizational skills;
  • Good skills in coaching, mentoring and developing staff;
  • Computer literacy;
9. Job Summary:
The Deputy Director, Internal Audit will mainly be responsible for the coordination and supervision of audit projects. She/he will be the officer-in-charge in the absence of the Director. She/he will also assist the Director in taking care of the day-to-day running of the Office.
 
10. Major Duties and Responsibilities
  • Develop and implement the Office’s medium and long-term goals and objectives, and related annual audit and work plans.
  • Plan, organize, direct and coordinate the activities of multiple teams and resources of the Office.
  • Define the broad objectives and scope for each audit/review. Provide direction and leadership with respect to all phases of each audit/review with a view to ensuring that professional standards are complied with and that audit/review objectives are achieved within budget.
  • Review working papers and related audit/review communications (e.g., audit reports).
  • Provide guidance and on-the-job trainings to audit staff on technical and administrative matters. Lead audits/reviews of a sensitive and complex nature.
  • Analyze guidelines and standards for internal audit activities in the course of ensuring consistency of approach and adequacy of practice of subordinate auditors.
  • Coordinate and recommend improvements in, or review proposed changes to, the financial rules and regulations of the Commission. Monitor the status of audit/review recommendations.
  • Empower/challenge staff to assume more responsibility. Establish and maintain a positive relationship with auditees.
  • Perform any other duty / responsibility as maybe assigned.
11. Language requirements:
  • Proficiency in one of the African Union working languages.
  • Knowledge of one or several other working language(s) would be an added value.
12. Age requirement:
Candidates must preferably be between 35 to 50 years of age.
 
13. Tenure of Appointment:
The appointment will be made on a fixed term contract for a period of three (3) years, of which the first twelve months will be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance.

16. Remuneration:
Indicative basic salary of US$45,551.00 per annum plus other related entitlements-e.g. Post adjustment (46% of basic salary), Housing allowance ($16,819.20 per annum), education allowance (75% of tuition and other education related expenses for every eligible dependent up to a maximum of US$7,800.00 per child per annum), etc for internationally recruited staff of the Commission.
