Duty Station: Mogadishu, Somalia

2. Major Duties and Responsibilities
The Chief Administrative Officer (CAO) will work under the supervision of the Head of Mission /SRCC and will be responsible for the administrative support services in the areas of personnel, logistics, procurement and general services including the following duties:
  • Advise the Head of Mission on all matters related to personnel, procurement, and general services .

  • Plan, organize, implement, manage and oversee the activities of all Administrative and logistical support operations.
  • Liaise with the Head of Finance on matters of budgetary and financial support to the Mission.
  • Develop, establish and implement a set of sound policies and procedures, practices,  standards and tools that are consistent with AU rules  and regulations  and practices to ensure proper management, control  and accountability in the Mission area.
  • Provide guidance, support and supervision to the Heads of Personnel Administration and Logistics and their Staff, including   performance  evaluation.
  • Where necessary, liaise, and co-ordinate with National Authorities regarding  administrative and logistical matters of National Contingents.
  • Coordinate Boards of Inquiry and act as focal point for Internal Oversight services.
Personnel Section:
  • Coordinate the full range of staff and human resources administration-related issues, ensuring AMISOM requirements are met, e. g., recruitment, performance appraisal,   vacancies, job classification reviews and training. Provide expert advice with respect to conditions of service, duties and responsibilities, and privileges andentitlements  under the Staff Regulations and Rules.
  • Review post incumbency reports for purposes of vacancy management and staffing  table control.
  • Advise senior management on human resources issues and practices.
General Administration:
  • Implement and monitor support services, including procurement of supplies and services; transport, travel and traffic, communications, engineering and information technology support.
  • Provide local utilities and service requirements.
  • Provide advice to senior management and others on management information and general administration issues and practices.
  • Produce major/complex reports for management, as and when required.
  • Provide expert guidance and leadership to the subordinates.
  • Perform other related duties as required, e. g., reviews of adequacy of departmental  space requirements and technology requirements.

3. Educational Qualifications
  • Candidates must have advanced university degree (Master’s degree or equivalent) in business or public administration, finance, business, or related area.
  • A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree
4. Work Experience
  • Candidates must have a minimum of ten years of progressively responsible experience in administration and human resources management or related field.
5. Other Relevant Skills
Familiarity with budget and finance or HR rules and procedures is required.
6. Language requirement
  • Proficiency in one of the African Union working languages is a requirement;
  • Knowledge of one or more of the other AU working languages would be an added advantage.
7. Age Requirement
Candidates must preferably be between 35 and 50 years old.
8. Tenure of Appointment
The appointment shall be for an initial period of one (1) year, the first three (3) months of which shall be on probation. It shall be renewable subject to performance and availability of funds.

11. Remuneration:
The salary attached to the position is an annual lump-sum of US$ 131,527.90 inclusive of all allowances for internationally recruited staff, and US$ 119,922.65 inclusive of all allowances for locally recruited staff.
