Water & Construction Coordinator - World Vision Jobs in Nairobi Kenya
Purpose of the Position:To coordinate and ensure the successful implementation of all Branch level WASH Programme activities and interventions related to potable water access, community empowerment and enhanced stakeholders participation in enhancing household livelihoods that directly contribute to the attainment of child well being outcomes.
Specifically, the incumbent will undertake capacity building of staff, supervise implementation of water projects and support efforts to mobilize appropriate resources.
In order to successfully do so, the Water & Construction Coordinator must be able to effectively communicate World Vision’s Christian ethos and demonstrate a quality of spiritual life that serves as an example to others.
Major Responsibilities:
* Provide innovative and strategic leadership, effective management and timely administrative support for all Branch related potable Water provision initiatives;
* Support timely and accurate funding proposals in line with donor requirements and WVK standards in collaboration with sub branch, IPA leadership, EDR and Finance Groups ;
* Coordinate with the Sub Branches and IMQ Specialists to effectively support IPA and WASH Programme staff to carry out assessments, designs, measurements, monitoring and evaluation efforts in relation to Water and in accordance with established standards, policies and procedures;
* Ensure that all Water initiatives within the Branch’s area of influence meet or exceed planned outcomes and are implemented in full compliance with GOK, WHO, SPHERE and other relevant partnership and international standards and guidelines;
* Ensure other construction related interventions within the branch are doe to meet engineering standards
* Provide support in implementation of Water projects and other construction works to ensure quality, effectiveness and timely implementation;
* In collaboration with M&E specialist, develop, monitor and evaluate Water project indicators and standards for use by Branch IPAs.
* Collaborate with Ministry of Water and Irrigation, public works and other relevant departments in providing technical support and assistance to all Water and construction interventions.
* Capacity building of staff and communities in programming and implementation of Water projects as well as promoting relevant advocacy on Water issues;
* Development of monthly, quarterly, semi- annual and end of projects reports on Water and ensure that the reports are prepared in a timely manner and in accordance with donors and WV Kenya requirements;
* Document and disseminate best practices on completed Water provision initiatives and projects;
* Participate in Water intervention coordination and other related meetings as may be required;
* Support P&C establish, coordinate and/or consolidate the necessary systems, procedures and support services (including but not limited to recruiting, staffing, training, supervision, performance monitoring, procurement and administration) required to achieve or surpass performance targets.
* Support the establishment and consolidate a working culture - based upon results based management principals - that consistently achieves and/or surpasses established targets and standards;
* Impart appropriate mentoring, coaching and supervision in order to equip, motivate and empower a new generation of WASH specialists within WVK.
* Any other relevant responsibility as may be assigned by the Associate Director – WASH Programme or other relating supervisors.
Corresponding Responsibilities:
* Ensure that business processes, standards and policies – developed in coordination with other WVK entities– are effectively implemented by branch, cluster and IPA staff;
* Collaborate with the IMQ Livelihood and Resilience and Integrated Development Units to provide Sub-Branches and IPAs with the appropriate technical orientation needed to achieve proposed child and community well being outcomes;
* Ensure that branch and Sub –Branch staff monitor and support the timely and appropriate utilization of budgeted resources for all branch water/construction interventions;
* Support and ensure that the branch and Sub Branch staff implement all Water interventions in accordance with established WVK norms and policies;
* Ensure construction works meet approved engineering standards
* Ensure that appropriate donor engagement, planning, design and proposal development activities are successfully carried out in response to the established yearly resource acquisition targets;
* Support all staff within the WASH Programme to meet or exceed basic professional requirements and conduct themselves in accordance with WV policies and principals;
* Support all staff within the WASH Programme unit in successfully engaging with key internal and external stakeholders, including other WVK entities (F&A, P&C) as well as Support Office, Community, government, church and other civil society representatives in order to maximize the impact of WASH Programme potable Water provision efforts;
* Ensure that business processes, standards and guidelines related to Water/construction initiatives developed in coordination with IMQ are effectively implemented by IPAs within the Branch ;
* Collaborate with the IMQ to provide IPAs with the appropriate technical orientation needed to achieve proposed child and community well being outcomes;
* Ensure that IPA staff monitor and support the timely and appropriate utilization of budgeted resources for all Water interventions;
* Ensure that Sub branch and IPA staff monitor the timely and effective implementation of response plans to all financial and operational audit findings of Water initiatives, and take the needed measures to prevent such findings from recurring in the future;
* Support all the IPA staff within the Sub branch program unit meet or exceed basic professional requirements in relation to Water initiatives
Relationships:
Branch Director: Leadership, strategic/operational direction, guidance and coordination;
Associate Branch Director: (Supervisor): Supervision, strategic /operational guidance coordination, joint planning, target setting and professional development support;
Associate Branch Director: (Technical advisor): Strategic /operational guidance coordination, joint planning, target setting and professional development support;
Programme officer: Consultation, coordination and preparation/sharing of reports to donors;
Sub Branch Manager and Staff: Provision of strategic/operational, planning, setting targets and professional development of staff;
IPA Manager and Staff: Provision of strategic/ operational, planning, setting targets and implementation of Water projects;
Integrated Ministry Quality (IMQ) Associate Directors: Consultation, coordination, joint planning, standards and strategy development as well as joint monitoring, and impact evaluation;
Finance and Administration Associate Directors: Consultation, business process development, joint monitoring, planning and approvals with regards to financial management;
Communications Officer: Consultation, coordination, joint planning, target setting, business process development, and monitoring;
People and Culture Associate Director: Consultation, liaison, joint monitoring, planning and approvals with regards to human resource management;
Support Office and Donor Representatives: Periodic planning, reporting, coordination, continuous communication and influence / advocacy building.
Key National and International Stakeholders: Coordination, networking, continuous communication and influence / advocacy building.
Working Environment:
* Office based environment with frequent travel to the field;
* Travel required: up to 50% domestic travel and occasional international travel
* Available to represent WVK at critical functions and moments as needed;
* Available to serve on the CTC and other teams and working groups as requested.
Qualifications: Education/Knowledge/Technical Skills and Experience:
* The holder of this position must have a minimum of a Bachelors degree in Water / Civil Engineering;
* They must have a minimum of 5 years experience with regards to the designing, planning, implementation, supervising and reporting on integrated development with bias in WASH projects;
* They should have at least 3 years experience as a manager or senior leadership position;
* The holder of this position must be a results orientated leader who can handle a heavy work load as well as manage and satisfy multiple and at times conflicting organizational, donor and other stakeholder demands and;
* He /she must also have ample experience in public relations and be a strong team player.
* Knowledge and application of auto/arch CAD and GIS will be an advantage.

* Must be a committed Christian who is able to stand above denominational and cultural diversity challenges;
* Must be able to provide spiritual leadership within but not limited to chapel and daily devotions;
* Must have outstanding oral and written communications and relationship skills and;
* Must be willing to perform other duties as required.
