WASH Programme Director - World Vision Jobs in Nairobi Kenya

Purpose of the Position:

To provide the technical leadership and direction needed to successfully support timely and quality implementation of WASH Programme to improve child well being as well as being responsible for the coordination and overseeing the work of WASH Programme.

The WASH Programme Director will expand the scope and size of WASH Programme influence in water issues in Kenya, advocating for improved integrated water systems with relevant Kenya government line ministries and other key stakeholders.

In order to successfully do so, the WASH Programme Director must be able to effectively communicate World Vision’s Christian ethos and demonstrate a quality of spiritual life that serves as an example to others.

Major Responsibilities:

    * In consultation with WVK operations team leader establish strategic direction, determine operational priorities and set and monitor performance targets for the WASH Programme in alignment with WVK’s strategy, vision, mission and core values.
    * Direct the successful implementation of the WASH Programme in line with the integrated three track ministry approach to child centered, community development.
    * Establish and consolidate a working culture - based upon results and management principals - that consistently achieves and/or surpasses established targets and standards.
    * Enable Integrated Project Areas (IPAs) participating WASH Programme implementation IPAs enhance achievement or surpass proposed child and community well being objectives.
    * Provide and model effective, principled leadership to all WASH Programme staff and directly manage the WASH Programme core team.
    * Impart appropriate mentoring, coaching and supervision in order to equip, motivate and empower a new generation of WASH and community Development specialists/leaders within World Vision Kenya.
    * Ensure that business processes, standards and policies – developed in coordination with other WVK entities– are effectively and consistently used by WASH Programme staff.
    * Ensure the timely and appropriate utilization of budgeted resources both for the branches as well as for all WASH Programme related project interventions.
    * Ensure that project interventions meet or exceed donor performance and compliance expectations.
    * Engage in constant consultation with WASH learning center in Ethiopia for quality implementation
    * Support the consolidation of a learning culture - based upon evidenced based best practices and industry standards - to enable program staff to achieve and/or surpass established targets and standards and;
    * Impart appropriate mentoring, coaching and supervision in order to equip, motivate and empower a new generation of technical specialists within WASH Programme and WVK in general.
    * Ensure that the reports are prepared in a timely manner and in accordance with WV and donor requirements.
    * Ensure that financial records are maintained in accordance with WVK policies and procedures.

Corresponding Responsibilities

    * Provide direction and leadership to ensure that business processes, standards and policies developed in coordination with other WVK entities that support project interventions for Kenya integrated WASH initiative are aligned with WV, donor and other relevant standards;
    * Ensure that all project interventions are effectively supported in terms of assessment, design, implementation and evaluation stages of LEAP and /or other partnership and donor standards;
    * Support the development of the appropriate systems and processes and provide timely and technical support to meet or exceed WVI key operation performance indicators and achieve acceptable financial and operation audit results;
    * Work closely with the WASH Programme Associate Directors in ensuring that all WASH Programme interventions are effectively supported, in terms of receiving timely and appropriate technical assistance needed to meet or exceed donor performance and compliance expectations;
    * Support the WASH Programme Associate Directors in providing EDR, branch, Sub Branch and IPA staff the relevant technical support required to successfully meet the established resource acquisition targets
    * Guide and support all staff within the domain of the Kenya integrated WASH Initiative project to exceed basic professional requirements and conduct themselves in accordance with WV policies and principals;
    * Provide leadership in professional development activities, including appraisals, performance agreements, monitoring and needed training and mentoring activities to be successfully carried out
    * Support WASH Programme technical specialists to successfully engage in internal and external stakeholders including F&A and P&C as well as support office Global Center and other international research, government, churches and civil society representatives.

Qualifications: Education/Knowledge/Technical Skills and Experience:

    * The holder of this position must have a Bachelor’s degree in Water/Civil Engineering from a recognized University. An advanced degree in relevant field is an added advantage.
    * He/She must have a minimum of 12 years experience in designing, planning, implementing, supervising, monitoring, evaluating and reporting on Water, Environment, Sanitation and Hygiene projects with at least 5 years in senior management level in reputable organizations preferably INGOs or UN agencies
    * Well Knowledgeable in Kenya Government WASH policies, water reforms and structures related to water systems, SPHERE, WHO, GEG standards including DNH programming model.
    * Experience in integrated development, relief and/or advocacy projects in coordination level involving multi donors and implementers is an added advantage;
    * Experience in working with major donors like UNICEF, USAID, OFDA and implementation of government and Private funded projects
    * Conversant with Millennium Development Goals (MDGs)
    * He/She must have both an extensive conceptual understanding of and demonstrated practical command for implementing program design, management and evaluation principals:
    * The holder of this position must be a results orientated leader who can manage and satisfy multiple and at times conflicting organizational, donor and other stakeholder demands.
    * He /she must also have solid public relations skills and be a strong team player.
    * Demonstrated computer fluency in MS Office, web and Lotus notes.
