Background

The East Africa Dairy Development Project (EADD) is 4 year regional industry development pilot program implemented by Heifer International- Kenya and a consortium of partners including TechnoServe, ILRI, ICRAF, and ABS TCM.

The project is funded by the Bill & Melinda Gates Foundation as part of an agricultural development grant designed to boost the yields and incomes of millions of small farmers in Africa and other parts of the developing world so they can lift themselves and their families out of hunger and poverty.

The following positions are available within the Kenya Country Office:

A: Gender and Youth Coordinator

Summary of Position Responsibilities

The position holder will report directly to the Country Project Manager. The Gender and Youth Coordinator will work together with Country Teams to plan, budget, implement and monitor “out-of-the-box” Youth and Women targeted dairy enterprise programs.

The office holder will strive to ensure that project activities, outputs, outcomes and incomes are equitably distributed to benefit women and Youth.

Duties and Responsibilities:

• Lead the implementation of the EADD gender strategy in Kenya and revise strategy based on field experiences
• Work with staff and partners to develop and implement a strategy to improve participation of the youth and women in EADD activities
• Work with country team and resource persons in identifying gender training needs of staff and develop training materials on gender as well as coordinating staff training on gender issues
• Facilitate the design and implementation of gender action plans and milestones based on the gender strategy and the existing monitoring and evaluation framework
• Provide technical support (tools, methods etc) to implement activities that effectively integrate men, women and the youth and benefit them as participants in the project
• Review of activities to ensure gender issues are sufficiently integrated into the training materials, annual work-plans and budgets
• Work with the Monitoring and Evaluation Coordinator to ensure effective monitoring and reporting of gendered indicators and milestones
• Conduct regular monitoring visits to project sites
• Ensure quarterly reporting on progress against the project strategies, with information on achievements, challenges and areas of support needed

Required Skills and Experience

Education

• A Bachelors degree in Social Sciences i.e. Gender and Enterprise Development, Anthropology, Rural Development, Sociology, Economics, Agricultural Sciences or related discipline

Experience

• Extensive knowledge in gender, agriculture and rural development, including demonstrated expertise in conducting gender analysis, gender assessments, and/or gender-focused research of agricultural issues especially related to dairy
• At least 3 years of experience working on gender issues preferably in agriculture, rural development and/or livestock production and marketing
• Previous experience working with youth and developing strategies for youth participation in rural development programs
• Must be a team player and have proven ability to work collaboratively with people at different levels, including colleagues, partners and donors.
• Willingness to travel extensively to the field

Language Requirements

• High Level of proficiency in written and oral English.
• Knowledge of Kiswahili is an added advantage

B: Investment Advisors

Summary of Position Responsibilities

The Investment advisor will work with the farmer business associations in tracking of Heifer and farmer investments in the chilling plants, ensuring that investments are sound and have reasonable returns within reasonable time.

Some of the primary key responsibilities include:

• Carry out financial analysis for each investment by farmers and Heifer and advise accordingly;
• Work on plans for farmers to buy back Heifer shares and the loans are serviced on timely basis, both for new and old investments;
• Advise both farmers and Heifer on new and on-going investments, both strategically and operationally;
• Support the dairy enterprises in measurement and performance of contracts, operational expenses, farmer payments, identification of other business opportunities related to the dairy enterprise;
• Support the enterprises in enforcement of contracts with customers, transporters, service providers, maintenance and compliance with licensing and taxations;
• Prepare investment reports to the management as required.

Qualifications

• The investment advisor must have a bachelor’s degree in commerce or business related degree with knowledge on financial and business analysis.
• She must have at least 3 years working with farmers either in credits or investments.
• CPA section IV and above qualification is an added advantage.

The Maarifa centres
Through partnerships with other organisations and using the Focal Group model, the Network has established Community Maarifa Centres in the East Africa region with a mandate to facilitate information and knowledge exchange projects. The centres are equipped with ICT tools and library materials for community use.

Duties and Responsibilities
Overall management of the Maarifa centre, writing development-related articles for publishing in ALIN’s information products, dissemination and management of information flow at the Maarifa centre, monitoring and documenting impacts of ALIN’s information on livelihoods, researching and documenting projects of interest in the locality for publication, building the skills of the local community in writing, editing, and use of computers and other ICTs for information management and communication.

Education and Competency requirements
•Degree or Diploma holders in Communication, Development studies, Journalism or Media Studies, from a reputable institution.
•One year continuous experience working in an ICT environment within the NGO sector.
•Experience in production of quality information products such as reports, articles, newsletters, booklets and other multimedia outputs for use in areas of low literacy levels.
•Be computer literate and able to communicate fluently in spoken and written English, Kiswahili and knowledge of community local languages where the Maarifa centres are located.
•An understanding of issues affecting arid lands communities.
•High level communication skills, including: Facilitating groups, Rhetorical (verbal presentation and discussion) skills.
•Ability for self motivation and to work with minimum supervision.
•Commitment and willingness to live and work with multi cultural communities where the Maarifa centres are located.

Duration

CMAAE Programme Manager

Reporting to the Training Director, the Programme Manager is responsible for the end to end management of the pan-African Collaborative Master of Science in Agricultural and Applied Economics Programme.

In this capacity, H/She:

• Leads in ensuring that strategies and budgets for the annual program of work are in place and executed flawlessly;
• Assists the Director of Training in the planning and management of the Program Activities which include training, research and outreach of the collaborating University departments and linking with other stakeholders (the national governments, the private sector, the NGO and the donors);
• Ensures that students are admitted, provided resources and assisted to succeed in the participating universities across the eastern, central and southern Africa;
• Ensures that the participating universities have the necessary resources and capability to deliver the requisite training in Agricultural and Applied Economics;
• Supports the Academic Board in ensuring the right curriculum is delivered and revised regularly;
• Monitors the progress of teaching at the mother universities and closely manages the annual shared facility for specialization and electives (SFSE);
• Assists in the preparation of program funding proposals to donors and follows up on partnership activities with various partners ensuring that AERC commitments and responsibilities are implemented, managed, and reported upon;
• Assists to implement a scheme for the participating departments' faculty research, given the research themes and subsequent dissemination of the research outputs;
• Assist to implement a scheme for the dissemination of Graduates' theses results in national or regional workshops or conferences;
• Develops a monitoring and evaluation system for the program to ensure that the program indicators/outputs and outcomes are met.

Functional Competency Requirements

• PhD in Economics, Agricultural Economics or Applied Economics.
• At least 5 years experience in managing training, research and outreach programs in Agricultural and Applied Economics.
• Outstanding drafting, writing and communication skills in English with knowledge of major languages an advantage.
• Some experience in fund-raising and in liaising with donors.
• Financial Planning and Management Skills.
• Experience in Project Management an advantage.
