Background

The Recovery and Sustainable Livelihood Programme (RSL) is continuing and scaling up the livelihoods project implemented during 2008 – 2010 in the three Somali zones of Somaliland, South Center and Puntland. The overall objective is to contribute to human security and peace and recovery in Somalia through capacity development of community and national actors as a strategy for sustainable livelihoods and long-term recovery. Thus, the focus will be on (i) ‘stabilization’ of livelihoods of vulnerable households and communities through conflict /disaster sensitive short-term employment creation and grants to promote community peaceful coexistence and peace building; (ii) improvement of local economic recovery for reintegration, employment, micro-business development and food security in Somalia; (iii) support of inclusive economic growth in Somalia; (iv) improvement of capacity for climate risk and community based natural resource management in Somalia; and, (v) gender equality, women and youth socio-economic empowerment strengthened. All five focus areas entail strengthening the capacity of communities, private sector, CSOs/CBOs and governmental and local authority institutions to plan and deliver and implement recovery projects, provide services effectively and efficiently, and support participatory local development planning processes. The programme is targeting affected people, mainly women, youth, pastoralists, ex-combatants and IDPs. In addition, the programme is targeting local authorities, governmental institutions As these groups bear the brunt of the economic and social consequences of the crises in Somalia, their economic empowerment is a key component of the programme.

RSL Programme developed an interactive database that will enhance efficiency in project planning, monitoring, and reporting as well as structured project information, organization and documentation, for improved overall portfolio management. This will avail information in a timely manner and enable the monitoring of the project activities, particularly the database will help manage and monitor;

Agreements signed between UNDP and other UN Agencies, NGOs, Community Management Committees and government authorities.
Reporting: – different formats of technical, financial and other result oriented related reports,
Monitoring and communication in real time using GIS and Google earth.
Under the guidance and the direct supervision of the RSL Programme manager and the technical supervision of the ICT Analyst, the Database and ICT Assistant will develop and maintain RSL Database system, UNDP Somalia Web site and the UNDP Somalia Intranet. He/she will provide daily technical support for users in charge of the content in UNDP office. In addition to this, the Database and ICT Assistant will provide End User Support to the Country Office staff.

For updating of content on both the UNDP Somalia Website and Intranet, the Database and ICT Assistant will work under the guidance of the Head of Communications and direct supervision of the Communications Officer. The incumbent has to be competent in Database development and management, web design, management, maintenance, and Web-oriented databases applications.

The Database and ICT Assistant works in close collaboration with RSL Programme, Operations, Programmes and Project teams in the CO and UNDP HQ staff for resolving complex ICT and web-related issues.

Duties and Responsibilities

1. Update and Maintain Database Applications

Maintain existing RSL database (www.somali-rsl.net) and integrate other UNDP/UN data where possible.
Updated data into RSL database, which will include addressing problems with data provided to the RSL programme,

Gather all project documents (proposals, reports, pictures, payments, etc) required for database development and updates,
Modify database objects in accordance with gathered requirements.
Collect and organize incoming reports , pictures and videos
Provide regular reports on the status of databases
Assist in the modification of database structures, entry forms and reports as required;
Assist in the design and development of new databases
Liaise with staff in other programmes and partner organizations to facilitate flow of information
Provide training to RSL staff, partner organizations and donors on the functionality of the database
Other duties as requested by the RSL programme.

2. Provides Web development and web management services, focusing on achievement of the following results:

Develop and maintain the RSL & Country Office website (www.so.undp.org) in close collaboration with the Communication Officer and under the technical guidance of the ICT Analyst and ensure that they meet professional standards and UNDP requirements.
Work closely with the Communication Officer to ensure that the Country Office website is accurate, easy to use and meet the requirements of the various programs
Ensure that the Country Office website contains and make available for public consumption all the materials provided by UNDP that are designed for public consumption, under the guidance of the Head of Communications.
Under the guidance of the Head of Communications, revise and amend the information structure of the Country Office website.

3. Ensures RSL & CO Website and Intranet Maintenance, focusing on achievement of the following results:

Effective maintenance of the RSL & CO web site and intranet ensuring that the content is updated and meets the requirements of UNDP
Ensures the Posting of new content or update existing content on the Country Office website as requested by the Communication Officer. Constantly review site to ensure all parts are functioning properly and that links are current;
Provision of e electronic versions of photos and other images for use on the website and build and maintain an electronic photo library;
Research opportunities on other organization’s websites to establish links to the site;
Monitor visitors to site and provide routine summaries of which pages are seen most/least and by which people;
Register the sites with major search engines to ensure increased access to information seekers from around the world
Fix website problems in a timely manner
Provide regular reports on website usage and compile reports from the Website Forums.

4. Ensure the provision of User Support services, focusing on achievement of the following results

Provision of support to RSL & UNDP users in updating the UNDP CO Intranet and website
Inform users of facilities and services available and advise staff of environmental changes.
Provision of e assistance for data access, transfer and conversion.
Participating in the organization of staff training profiles. Coordinate and conduct training specific to the users’ needs.
Coordinate arrangements for briefings and demonstrations (of corporate and user-developed systems) and coordinate external training sessions.
Effective functioning (installation, operation and maintenance) of PC operating system and application software, troubleshooting hardware and software problems.

5. Ensures facilitation of knowledge building and knowledge sharing in the CO and in the RSL programme, focusing on achievement of the following results:

Participation and assistance in the organization of training for the RSL staff on ICT issues.
Sound contributions to knowledge networks and communities of practice.
Impact of Results

The key results have an impact on the overall efficiency of the Country Office including improved business results and client services. Forward-looking Database and ICT management has an impact on the organization of office management, Monitoring, knowledge sharing, and information provision.

Required Skills and Experience
Education:

Secondary education (high school diploma) with relevant certifications in Management Information System, hardware and software management and application.
University Degree in IT or Computer Science is desirable, but it is not a requirement.
Cisco Certified Network Administrator (CCNA) and Microsoft Certified Professional (MCP) Diploma or vendor certification in computer programming and / or web development / design is highly desirable.

Experience:

2 years of working experience in Database development and Management, web development tools; in-depth knowledge of Database management and related software and extensive experience with desktop publishing/ imaging applications.
Language Requirements:

Fluency in English is a requirement;
Knowledge of Somali is desirable but not a requirement
