TANA AND ATHI RIVERS DEVELOPMENT AUTHORITY
The Authority seeks to recruit the following Chief Managers and Managers.

A) CHIEF MANAGERS
1. CHIEF MANAGER: PLANNING, RESEARCH AND DEVELOPMENT
Job Descriptions.
Reporting to the Managing director.
•Plan, direct and coordinates product research and development activities for the
Authority
•Designs, develops, and improves new or existing projects/products and directs
the formulation and testing of new product.
• Creates and /or develops products relating to defined client needs or internal
direction of research efforts.
• Review professional journals and scientific papers to keep abreast of changes
in processing methods, product reformulation and Legal and Regulatory affairs
which could impact Authority’s mandate or processes.
•Develops monitoring and evaluation framework for the Authority activities.
•Manages planning, research resources within budget and project schedule.
•Supports of and involvement in the Authority policies, procedures, programs and
activities.
•Responsible for the maintenance, development and assisting in the
implementation of all statutory and non statutory plans as pertinent to the work of
the department.
•Provide staff with advice and support on planning policy matters.
•Ensure the provision of timely professional advice to the management on matters
relating to the progress of the department.
•Keep service related systems and procedures under review and implement
changes where appropriate, including the use of new technology in delivering
the planning service and in order to deliver Best Value.
•Responsible for conducting performance appraisals, promote continuing
professional development of staff within the department and setting standards of
performance and to monitor achievement.

Qualification and Experience.
•A minimum of an MBA or Master degree in Development Planning, Strategic
Planning, Economics or Statistics.
•Demonstrate clear understanding of the role of Regional Development in
Kenya’s social economic development and particularly in line with vision 2030.
•Must be computer literate with knowledge and experience in data analysis and
planning software’s.
•10 years of management experience.

2.CHIEF MANAGER: TECHNICAL SERVICES AND OPERATIONS
• Reporting to the Managing Director
• Provides technical direction for the development, design and systems integration
for the service engagement from definition phase through to implementation.
• Provide overall leadership, coordination, management and supervision of
specific technical services and operations including engineering works with the
RDA.
•Co-ordinate implementation of the schemes within the area such that human,
water, animal, land and other resources are utilized to the best advantage and to
monitor the design and execution of planned projects within the area.
•Co-ordinate and present abstraction and use of natural resources, especially
water, within the area and to set up effective strategies of such abstractions and
usage.
•Cause and effect the construction of any works deemed necessary for the
protection and utilization of the water and soils of the area.
•Ensure that land owners in the area undertake all the measures specified by the
Authority to protect the water and soils of the area.
•Spearhead and supervise identification, collection, collation and correlation
of all such activities related to the use of water and other resources and also
economic and related activities within the area as may be necessary for the
efficient forward planning of the area.
•Account on the delivery of the set technical services and operations targets and
provide regular monthly, quarterly and annual reports.
•Applies significant knowledge of industry trends and developments to improve
service of the Authority.
•Reviews work of development teams.
•Recognize system defencies and implements effective solutions for agricultural,
engineering, mining and environmental activities.
•Manages technical resources within budget and project schedule.
•Consistently delivers high-quality services to the Authority and / or clients.

Qualification and Experience:
•A minimum of a Masters degree in Agricultural Engineering, Natural Resource,
Civil Engineering or other related field from a recognized university.
• Must be registered by ERB (Engineers Registration Board) in case of
Engineers.
• Must have served in a senior management position in the infrastructure sector
in Kenya for at least 10 years. •
Demonstrate a clear understanding of the role of regional development in
Kenya’s social economic development and particularly in line with vision 2030.
• Computer literate in AutoCAD and other Computer Aided Design (CAD)
engineering design programmes.

3CHIEF MANAGER: HUMAN RESOURCES AND
ADMINISTRATION
•Reporting to the Managing Director
•Implement work environment baseline survey results and staff establishment
reporting.
•Design and review the basic administrative structure of the Organization,
direction and control with a view to designing and developing Human Resource
Planning and development programmes.
•Review work programmes, planning and programming of departmental needs.
•Develop and manage a comprehensive Human Resource System including the
welfare and pension issues of the Authority.
• Development of effective tools to assist in creating an optimal organizational
structure and productive work environment (HR guideline materials including
handbooks, orientation manuals, performance appraisals tools, induction
programmes etc).
•Sign work checks, monitor the attendance register and supervise filling of office
records.
•Maintain staff NHIF and NSSF and updated medical records.
•Oversee the Authority’s motor vehicle operations – allocation of vehicles to
supervisors and recommend service and repair of vehicles and issue fuel
registration orders.
•Manage the recruitment process, coordinate induction program for new staff,
and provide full briefing to staff on personnel policy guidelines as well as
benefits.
•Ensure the HR policy and procedures manual is adhered to i.e. staff welfare,
training e.t.c.
•Encourage a positive and team-focused working environment by setting
standards for good communication and ensure staff behavior is in line with
organization’ core values.
•Ensure succession plans are in place for key leadership roles.
•Assessment of training needs and development.
•Management of a staff training programme.
•Should be conversant with labor/industrial relations.

Qualifications and Experience:
•A minimum of a Masters degree in Social Sciences, Humanities or MBA
specializing in Human Resource Management from a recognized university.
•Must be a member of a professional body e.g. CPS.
•Must have served in a senior management position for at least 10 years.
•An MBA specializing in Human Resource Management will be an added
advantage.
•Computer literate.

4.CHIEF MANAGER: BUSINESS DEVELOPMENT AND
INVESTMENT PROMOTION
•Reporting to the Managing Director.
•Manage all affairs of the department and provide leadership in the process of
planning, organizing, staffing directing, controlling, coordinating and reporting
of investment promotion, resource mobilization, marketing and business
development matters.
•Spearhead continuous market intelligence to ascertain and keep abreast with
the economic trends and competition surrounding the business sector of the
Authority’s projects and advise management accordingly.
•Lead the process of conducting periodic market surveys, including customer
/ client satisfaction surveys to gather / document information pertinent to the
Authority’s continuous growth.
•Participate in the preparation and continuous review of funding and business
proposals and plans to meet objectives of the RDA.
•Manage the client / customer service portfolio to ensure effective customer
service care is upheld at all times and makes follow ups ensuring effective
conflict resolution where necessary within the community and stakeholder
environment.
•Participate in workshops, trade shows, and seminars to keep up-to-date on
changes in the industry.
•Assist in prioritizing projects to ensure timely and accurate completion of all
assignments.
•Develop, update and maintain a central document and client database including
possible donor-partners – both local and external.
•Develop a situation analysis for the Authority’s programmes including its
strengths, weaknesses, opportunities and threats to assist in the development of
strategic plans for the future of the business including ensuring that investment
proposals are bankable.
•Market and promote the RDA’s investment opportunities to possible development
and donor partners.
•Lead the process of, and undertake continuous Resource mobilization for the
RDA.
•Identify and develop business opportunities for the Authority’s creative solutions
and services.
•Prepares the Annual Business Development Plan.
•Develop and implement strategies for new products and services.
•Determine new opportunities by analyzing business needs.
•Provide direction, guidance to the department to ensure alignment with the
Authority’s strategies.
•Pro-actively seek for target organizations and establish communications with
those businesses that can benefit from Authority’s services.
•Develop and manage marketing tools and collateral for existing and new
clients.
•Implement business models so as to create new ventures.
•Liase with donor agencies.
• Explore funding opportunities with various agencies and development partners.
• Development of sustainable community projects.

Qualifications & Experience:
•A degree In Business Administration, Engineering, Natural Resource Commerce
or related discipline from a recognized university.
•Must have served for 10 years in a senior management position in related area
of specialization.
•An MBA (Finance or Strategic Management option) is a must.
•Proven ability and experience in resource mobilization, entrepreneurship
networking and linkages with development partners/organizations.
•Team player with good communication skills.
•Computer literate.

5.CHIEF MANAGER: FINANCE AND ACCOUNTS
• Reporting to the Managing Director.
•Manage the budgetary and forward planning systems and process including
annual, quarterly and ad-hoc budgets.
•Review all contracts to ensure the budgets are in line with the Authority’s
requirements and standards of financial operations.
•Provide operational financial support and guidance on budgeting and financial
performance.
•Develop and maintain books of accounts and preparation of consolidated
financial statements that are in compliance with GAAP.
•Produce periodic financial reports and interpret the same to management.
•Proposes and implements improvements in accounting and reporting systems
along with internal controls to facilitate accurate and timely reporting.
•Ensure proper books of accounting are maintained and kept up to date within
MoRDA policy guidelines. •
Monitor overall financial performance and reporting including the payroll and
ensure that statutory requirements are made in time.
• Responsible for preparing the budget in conjunction with budget holders,
monitoring and reporting on budget performance and reporting on expenditure
forecasts. •
Supervise on payments and sales revenues and accounting for the same.
• Undertakes credit control.

Qualification & Experience:
•Bachelors’ degree in Commerce (Accounting Option) or any other related field
from a recognized university.
•10 years experience in a senior position.
•Must be a CPA (K) or ACCA and registered by ICPAK.
•Master’s degree majoring in Accounts is an added advantage.
•Computer literacy and a good working knowledge of accounting packages and
financial management systems are essential.
• Demonstrate high leadership qualities and a team player.

B) MANAGERS
6. MANAGER: INTERNAL AUDIT AND RISK.
Job Description
•Reporting to the Board on policy issues and to the Managing Director on day to
day operations.
•Oversee the day to day administration of the audit section.
•Make annual and departmental audit plans and guidelines.
•Organize, direct, coordinate and control audit services.
•Evaluate the effectiveness of internal controls and carry out spot checks.
•Follow up outstanding issues to ensure appropriate corrective action after
external audits.
•Participate in the budget process and prepare internal audit reports.
•Co-ordinate both internal and external audits.
•Educate staff members on the changes in the law i.e. sensitization of staff of
emerging issues.
•Developing and implementing effective risk management, control and
governance framework.
•Understanding and mitigating the financial, commercial and strategic risks
within the Authority.
•Leading discussions on Internal Audit and Risk recommendations and agreed
remedial actions and plans.
•Liaising with external auditors in carrying out audits.

Qualification & Experience.
•Bachelors, degree in Accounting, Finance or a degree in a related field from a
recognized university.
•Accounting qualifications (ACCA, or CPA (K) or an equivalent qualification with
at least 10 years’ relevant post qualification experience as an internal auditor.
•Computer literacy and a good working knowledge of accounting packages and
financial management systems are essential.

7. MANAGER: LEGAL SERVICES.
Job Descriptions
•Reporting to the Managing Director.
•Draw up organization leases, contracts and all related legal documents.
•Preparing legal opinions and advising on general issues that may arise from
time to time with respect to activities of the Authority.
•Receiving summons, reviewing the relevant files and preparing suitable
instructions to external lawyers.
•Co-ordinate legal prosecution in cases involving the Authority.
•Provide legal advice to the Board and Management.
•Prosecute for the Authority cases of those not complying with the Regional
development Act.
•Monitoring legal events and responding appropriately for purposes of promoting
and enhancing the Authority’s interests.
•Liaison with external lawyers and provides regular monthly, quarterly and
annual reports.
•He will be custodian of statutory documents of the Authority.
•Vetting and drafting legal agreements.

Qualification & Experience.
•Bachelor’s degree in Law (LLB) from a recognized university.
•A Master’s degree in a relevant field will be an added advantage.
•Must be an Advocate of the High Court of Kenya with at least 5 years relevant
experience.
•Must be computer literate.

8.MANAGER: SUPPLIES & PROCUREMENT
Job Description
•Reporting to the Managing Director.
• Overseeing the procurement processes and procedures to ensure these are in
line with the Procurement Act.
• Reviewing the usage and expenditure on large expenditure items with a view of
identifying areas of cost reductions and/or service improvement. •
Coordinating and supervising the tendering process including participating in
the evaluation of bids for goods and services.
•Investigate and qualify suppliers for pre-qualification processes.
•Monitor market trends and conditions and advice management on competitive
pricing.
•Managing and processing payments (in liaison with the finance department) to
all suppliers under contract to ensure compliance and ability to partner with the
Fund.
•Reviewing and presenting evaluation reports to Tender Committee.
•Preparation of the Annual Procurement Plans in line with Budgetary
Allocations.
•Secretary to the Tender Committee.
• Participating in the annual expenditure budgeting process for all shared services
and general usage items.
•Undertake routine market intelligence surveys on pricing of products and
services.

Qualification & Experience.
•Bachelor’s degree in Business related courses from a recognized university.
•Post graduate qualification in Procurement and/or Supplies Management with atleast 5 year’s relevant management experience.
•A master degree in the relevant field will be an added advantage.
• Must be a member of a professional body i.e. KISM or CIPS.
•Computer literate.
