CARE International in Somalia/South Sudan

CARE’s Adaptation Learning Programme (ALP) for Africa is designed to develop, implement and disseminate models for community-based adaptation to climate change. The programme is implemented in Ghana, Niger, Mozambique, and Kenya.
In each country, community-based adaptation demonstration projects will be implemented in vulnerable communities in partnership with local civil society and government institutions.

The experience gained will be used to influence adaptation policies and programmes at national, regional and international levels through targeted advocacy.
The project will also seek to promote replication and scaling up of successful CBA models by governmental and non-governmental institutions engaged in planning and implementing adaptation initiatives.

Reporting to the ALP Programme Coordinator, the M&E Advisor will have the following key responsibilities:

    * Develop and implement coherent and innovative monitoring & evaluation systems at programme level with support to their implementation at country level, with focus on monitoring adaptive capacity and community-based adaptation, advocacy, gender and learning.
    * Compile and analyze data to generate programme-level information for donor reports, policy- and programme-oriented publications and communications products
    * Provide leadership and capacity development for Information and Knowledge Management Officers in each of the four countries
    * Coordinate evaluation exercises and external reviews including economic analysis

Required skills and qualifications

    * At least eight years of relevant working experience, including a minimum of five years leading M&E in complex programmes, including capacity building of staff
    * Strong experience in innovative, participatory and gender-sensitive M&E approaches and knowledge management
    * Strong experience with log frames and donor reporting
    * Demonstrated awareness of, and sensitivity to, gender and diversity
    * Fluency in spoken and written English, working knowledge of French highly desirable
    * Knowledge of adaptation to climate change desirable

Key Duties and Responsibilities

CARE USA is seeking a seasoned Regional HRBP (Human Resources Business Partner) to provide high quality professional HR support to CARE’s East & Central Africa region.

His/her primary responsibility is to enhance and support Talent Management in the region.

This includes conducting and/or supporting talent assessments, reviews and development and succession planning.

This also includes championing Gender Equity and Diversity (GED) initiatives and goals in the region.

The GHRBP will consult with and support the Regional Director on region-wide business priorities, will provide support to international staff assigned to the region.

He/she will partner with the Deputy Regional Director Program Support and Human Resources in COs to enhance HR services and encourage consistent global standards appropriate to the region and the Country Office.

He/she will work with the staff in his/her assigned region consistent with the strategy and priorities set for international staff worldwide.

He/she will also support global HR initiatives such as HR Global Standards, HR technology, etc.

Principal Responsibilities:
  • Responsible for the full scope of Talent Management in the region
  • Work closely with Regional Director to form HR priorities for the region to support the business

  • Work directly with Country Directors, DRDPS and HR people in COs to increase the level of HR support to CARE people

Required Skills:
  • University degree

The Team Leader should meet the following qualifications:
  • Advanced degree in Humanitarian Law, International Law or International Development with a focus on Migration
  • Minimum of 15 years of managing international development programs including experience with humanitarian assistance, vulnerable groups and/or, refugees with a focus on education, livelihoods and protection (required)
  • Minimum of 5-7 experience designing and implementing M&E results frameworks and monitoring large donor programs (required)
