Job Description


Background:
VSF Germany is an international Non Governmental Organization, providing humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance. In the region, VSF Germany implements activities in southern Sudan, Kenya, Somalia, Tanzania and Ethiopia.
With support in animal health, agriculture, marketing, food safety but also with developing the capacity of communities and governmental institutions or initiating peace and conflict resolution we work towards food security and strengthened livelihoods of pastoralist communities.

The Project:
VSF G is preparing to implement the Resilience Enhancing in Drought Affected pastoral Communities (REACT) Project in Loiyangalani, Chalbi and North Horr Districts, which have been recently subdivided from the “former Marsabit District”. Northern Kenya.

This is an emergency response program for pastoral communities affected by the recent La- NiƱa related drought in the Northern Kenya County of Marsabit. It aims at enhancing food security for vulnerable pastoralist communities affected by drought.

VSFG will work with the community based and public animal health service providers to ensure that key livestock assets are protected (through vaccinations and treatment of common illness).

The program will inject in cash via cash for works activities and through community based (partly commercial) or slaughter off-takes to destock the affected livestock, in collaboration with the livestock traders, GOK line ministry staff and other stakeholders.

This will enable breeding stock to survive on restricted grazing areas, reduce further loss of stock due to drought and enable the most vulnerable to access income, bridging access to food during periods of stress. It is a wider collaborative effort to respond to the drought stricken population within the ASAL areas.

The proposed activities will fill in the critical gaps based on District Steering Group (DSG) Coordination of the inter-agency responses to the disaster.

We seek to recruit a qualified and well experienced Field Veterinarian to support the implementation of the project. The position is field based in Marsabit with frequent visits to other locations within the project area. The incumbent will work in collaboration with the Project Manager, Community stakeholders & partner organizations.

Job Details

Key responsibilities:
• The incumbent will be responsible for implementing the natural resource Management (NRM) & drought preparedness component of the project livestock marketing & trade component.
• Permanently monitor activities and report progress to the Project Manager
• Organize livestock traders meetings, facilitate traders access to communities & establish market links in key towns and food markets in drought affected areas in collaboration with local DVO and line ministry.
• Facilitate and Coordinate the animal de-worming and vaccination campaigns using a voucher based system from the local Veterinary stores.
• Responsible for liaison with District Steering Groups, Ministry of Livestock, ARID lands KARI, NGOs and other partners in fulfilling the livestock and market access components of the project.
• Provide professional support on technical aspects for local veterinary health teams in their work.
• Develop work plans, financial projections and verify all financial reports on the respective component.
• Manage the flow of technical reports and compilation of the same in the project narratives.
• Respond to cross cutting issues affecting the community in cooperation with specific expert agencies.
Establish, develop and manage VICOBA groups among the communities.
• Steer the development & presentation of community drought preparedness plans with
relevant groups e.g. water user committees, resource planning committees etc.
• Support MoLD in providing training to the CAHWs.

Qualifications, Experience, Attributes & Skills required
• University Degree in Veterinary Medicine/Animal Health
• A minimum of 3 years working in Livestock related Rural Development Projects
• Knowledge and experience of working with pastoral communities
• Excellent knowledge of pastoral market issues
• Excellent computer knowledge
• Excellent managerial and report writing skills.
• Knowledge of Donor Funds Management and Reporting.
• Working knowledge of USAID donor rules & regulations shall be an advantage.
