The Kenya National Highways Authority (KeNHA), a parastatal currently in category PC 3A was set up under the Roads Act, 2007 and charged with the mandate to manage, develop, rehabilitate and maintain national roads and is an equal opportunity employer.

Head of Internal Audit Grade 8 1 Position Ref: HR/IA/001

Reporting to the Audit Committee of the Board functionally and administratively to the Director General, the holder’s key responsibilities will include the following:

* Establishing and operating an efficient Internal Audit Section.
* Ensuring that the Internal Audit systems, procedures and guidelines are prepared for approval by the Director
* General and the Audit Committee of the Board.
* Preparing working programmes for the function to ensure that audits are planned and well managed.
* Ensuring that internal controls are reviewed and documented on their effectiveness and adequacy and where there are weaknesses, recommendations made for improvement.
* Ensuring that the accounting, administration and other operations comply with KeNHA’s management policies.
* Preparing and submitting audit reports to the Director General and the Audit Committee of the Board.
* Liaising with the Controller & Auditor General and ensuring follow up on the process of implementation of Internal and external audit recommendations.
* Performing any other duties that may be assigned by the Director General and the Audit Committee of the Board.

Job Specification

* University degree in Commerce, Accounting, Finance, Business Administration or related field.
* A Post graduate degree in a business related discipline will be an added advantage
* Be a CPA (K) or its acceptable equivalent and either CISA or CFE or CIA
* Must have a minimum of 1 0 years relevant experience, 5 of which must be at senior management in auditing and finance
* Must have an analytical mind with proven managerial and leadership skills
* Working ICT knowledge in accounting systems with proficiency in CAATs
* Must be a team player
* Good interpersonal and communication skills.

Senior Legal Officer Grade 7 1 Position Ref: HR/LCA/001

Duties and responsibilities:

Reporting to the Head of Legal & Corporate Affairs, the holder will be responsible for:

* Provision of legal advice to the Authority.
* Assisting in ensuring legal and regulatory compliance.
* Reviewing, advising and making recommendations on new legislation, subsidiary legislation, rules and regulations.
* Provision of legal opinions on various matters arising from the Departments/Sections of the Authority.
* Carrying out research and review of existing laws that impact on the Authority’s core functions.
* Drafting and review of contracts, leases and other conveyance documents.
* Monitoring of legal and regulatory compliance
* Providing necessary support in preparation for Board Matters.

Job Specification


* Be a holder of Bachelor Degree in Law (Upper Second Class Honours) from a recognized University
* A Post Graduate Diploma in Law.
* Have a minimum of seven (7) years relevant experience three (3) of which must have been obtained from a Corporate Legal Department.
* Certified Public Secretary (CPS) (K).
* Advocate of the High Court of Kenya
* Working knowledge in ICT.
* Must be a team player, able to work under minimum supervision, handle complex projects, prioritize and manage multiple tasks under tight deadlines.
* Ability to maintain confidentiality, exercise judgment and make decisions to promote smooth workflow.

Systems Administrator Grade 7 1 Position Ref: HR/ICT/001

Duties and Responsibilities:

Reporting to the Head of ICT, the holder will be responsible for

* Assisting in identification, implementation, and execution of information technology requirements in the Authority.
* Coordinating ICT based functions and opportunities towards improving the quality and effectiveness of the ICT requirements.
* Assisting in align ICT functions to meet supply and value chain objectives of the activities within the Intranet and Extranet technologies covering Financials, Engineering (Planning, Design, Archives, GIS, Road Maps Inventory), warehousing, HR, Audit, Legal and Logistics.
* Management and administration of Voice over Internet Protocol (VoIP) and data throughput at HQ and Regions countrywide.
* Executing assigned ICT training needs and proposing necessary training for users and technical staff to effectively and efficiently meet emerging challenges within the Authority.
* Maintaining an up-to-date Hardware, Software and allied Accessories inventory
* Administration of the Information Resource Centre Unit within ICT
* Troubleshooting and fixing malfunctions, faults and errors within the LAN and WAN and monitoring inbound/outbound portals of the Authority
* Troubleshooting and Repair of Computer Hardware, Telephony System, Allied Accessories (Printers, Scanners, UPSs, Phones)
* Installation and deployment of relevant application and program Software for the Authority
* Maintaining and ensuring secure ICT environment within the Authority
* Ensuring Internet and LAN Security to protect data and ICT resources
* Managing an on-line electronic library
* Maintaining regular Data and Information backups
* Performing Systems Analysis and Ad-Hoc Programming to meet periodical needs within the Authority.
* Any other duties as may be delegated by Head of ICT

Job Specification

* First Degree in Computer Science, Management Information Systems or recognized equivalent
* Professional Certification in I CCNA and RHCE
* At least 7 years overall experience in an ICT busy environment with extensive LAN,WiFi and WAN coverage.
* Knowledge of LAN, WAN, Wi-Fi, VoIP and 3G Mobile integration
* Experience in troubleshooting and configuration of LAN, Routers, WiFi, Access Terminals
* In-depth knowledge of installation and configuration of Windows 2003/2008 Enterprise, Active Directory and . Windows 2007 Exchange Server.
* Knowledge of Geographical information Systems (GIS) will be an added advantage
* Extensive hands-on and understanding of Microsoft SQL or Oracle DBA architecture and administration
* Extensive (in-dept) knowledge of popular ERPs
* A team Player with ability to work anywhere in the Country and flexibility to travel to sites across the Authority’s ICT sites

Senior Engineer (Roads) Grade 7 5 Positions Ref: HR/TECH/001

Duties and responsibilities:

Reporting to the Manager (Roads), the Senior Engineer (Roads) will be responsible for:

* Undertaking planning, designing, construction and maintenance of road projects to the standards and specifications.
* Preparing appropriate tender documentation of road projects.
* Preparing procurement plans for road development projects.
* Assisting in preparation of annual road works programme for development.
* Assisting in coordinating, planning, design, construction and maintenance activities.
* Ensuring road construction projects are executed in accordance with the standards and specifications.
* Performing any other duties assigned from time to time.

Job Specification

* A Degree in Civil Engineering or its equivalent from a recognized institution.
* Registered Engineer with Engineers Registration Board.
* Be a member of Institution of Engineers of Kenya (MIEK).
* A minimum of five (5) years post registration experience, three of which should be in planning, design, construction, maintenance or carrying out duties in quality assurance of roads.
* Demonstrable knowledge of planning, design, construction and maintenance of roads.
* Good communication skills as well as interpersonal skills.
* Ability to manage staff and provide good leadership.

Engineer (Roads) Grade 6 16 Positions Ref: HR/TECH/002

Duties and responsibilities:


Reporting to the Senior Engineer (Roads), an Engineer (Roads) will be responsible for:

* Undertaking planning, design, construction and maintenance of road projects to standards and specifications.
* Preparing appropriate tender documentation of road projects.
* Preparing of procurement plans for road development projects.

* Performing any other duties assigned from time to time.

Job Specification


* A Degree in civil engineering or its equivalent from a recognized institution.
* Registered Graduate Engineer with Engineers Registration Board.
* Graduate member with Institution of Engineers of Kenya.
* A minimum of one (1) year experience in the road sector.

Senior Sociologist Grade 7 1 Position Ref: HR/PE/001

Duties and responsibilities:

Reporting to the Manager (Environment & Social Interests), the Senior Sociologist will be responsible for:

* Undertaking social impact studies independently as part of the road design and tender documentation process and preparation of appropriate social management plans.
* Designing, implementing and tracking progress on social performance systems with a view to ensuring compliance with corporate standards.
* Conducting social reviews of the Authority’s projects and supervising new portfolio investments.
* Providing technical and advisory support to road sector stakeholders towards achieving positive and sustainable development outcomes including mobilization of support from donor funded programmes.
* Reviewing relevant Authority contracts to ensure provisions related to social provisions have been incorporated.
* Advising and recommending scenarios that will optimize on community benefits on the basis of assessments and surveys.
* Preparing terms of reference for the social surveys and facilitating implementation of related recommendations.
* Liaising with relevant staff/communication specialists and other stakeholders in the dissemination of public information relating to the Authority’s road projects.
* Establishing linkages with consultants and other stakeholders on social matters for mutual benefit of the Authority.
* In liaison with the Human resource management function in the Authority, coordination of implementation of HIV/AIDS interventions to ensure appropriate mainstreaming of HIV/AIDS into roads projects.
* In liaison with the Human resource management function in the Authority, Coordination of gender mainstreaming in road design with emphasis on equal employment opportunities for both men and women.
* Performing any other duties as may be assigned from time to time.

Job Specification


* Bachelor degree in Sociology, Social Work/Social Sciences or equivalent degree from a recognized University.
* Post Graduate Training in Social Work/Community Development or related studies.
* Minimum of Seven (7) years overall experience, two of which should be in the area of HIV/AIDS interventions, and experience in work related to Donor Funded Projects will be an added advantage.
* Previous work experience in environmental & social impact assessment will be an added advantage.
* Good IT User skills.
* Good interpersonal & communication skills.

Senior GIS Assistant Grade 4 1 Position Ref: HR/PE/003

Duties and responsibilities:

Reporting to the Manager (Survey), the Senior GIS Assistant will be responsible for:

* Designing, developing, managing and updating a computerized GIS database for the organization using appropriate software, including field data gathering.
* Overseeing the production, collection, interpretation, maintenance and dissemination of maps.
* Managing operation of GIS equipment, software, data and products.
* Offer training and support to users of GIS data within the organization.
* Performing any other duties as may be assigned from time to time.

Job Specification

* Diploma in GIS, or Surveying/Cartography with certificate training in GIS.
* At least three years working experience involving the use of GIS in engineering survey or related works.
* Strong practical experience in using GIS software packages e.g. ArcView, Arclnfo, ERDAS Imagine etc in addition to
* working knowledge of Microsoft Office suite and CAD based softwares. Ability to use image processing softwares.
* Fundamental knowledge and skill in the operation of GlS equipment, including computer hardware, plotter/printer setup, GPS etc.
* Must be able to accurately capture, manipulate, interpret and present data in a format that is readily usable and . understood by management for guidance in decision making.
* In addition to having excellent organizational skills, pays keen attention to precision and detail.
* A proven team player with the ability to establish and maintain effective working relationships with employees, associates, government officials and the general public.
