On 24th June 1859, the armies of imperial Austria and the Franco-Sardinian alliance fought a daylong battle near the northern Italian village of Solferino. The casualties were heavy - some 40,000 dead, wounded or missing. Military medical services at the time were virtually non-existent; as a result there was great suffering and many of the wounded dies for lack of care. The injured were brought to the surrounding villages for whatever treatment they could get. In the church at Castiglione, a young Swiss called Henry Dunant, horrified by the agony of the soldiers, began to organize help with the aid of the local people.
Returning home to Geneva, still haunted by what he had seen, he wrote a book about his experience.''A Memory of Solferino'', published in 1862, was acclaimed throughout Europe. In it, Dunant put forward an idea for supplementing army medical services in times of war. This would be done through national relief Societies which, in peacetime, would train their voluntary members for this work. Dunant also proposed that the wounded, and all those attending them, should be regarded as neutral, even on the battlefield. To help promote the aims of the book, four citizens of Geneva - Gustave Moynier, who was President of the Geneva Public Welfare Society, General Guillaume-Henri Dufour, Dr. Louis Appia and Dr.

Theodore Maunoir - joined Dunant in setting up the ''International Committee for Relief to the Wounded'', which later became the International Committee of the Red Cross (ICRC). In response to an invitation from the International Committee, specialists from 16 countries met in Geneva in October 1863. They adopted ten resolutions that made up the founding charter of the Red Cross, defining the functions and working methods of the Committees for the Relief of the Wounded which Dunant had proposed.

The Society is looking for a qualified person to fill the following position:

Position Title: Public Health Manager

Reporting to: Head of Health and Social Services

Overall Purpose

Responsible to the Head of Health and Social Services Department for the effective design, development, implementation and evaluation of integrated and sustainable Community-Based Disease Prevention and Control programme encompassing Reproductive Health, Public Health, Nutrition and Hygiene Promotion to prevent infectious diseases, reduce mortality and improve maternal-child health among vulnerable populations.

Other responsibilities include reducing the potential for hazardous environmental problems by researching, analysing data, reporting and liaising with other health agencies especially the Ministry of Health to ensure that the expansion of additional programmes meet international humanitarian standards.

Duties and Responsibilities
  1.  Coordinate with Branches, Regions and other stakeholders to develop Community Based Disease Prevention and Control strategies.
  2.  Coordinate technical assessment through multi-agency teams to establish critical community-based primary health care needs as well follow-up investigations of reported infectious diseases to determine source, contacts and carriers of disease in order to develop strategies for prevention and elimination of such diseases.
  3.  Develop and implement Primary Health care interventions including immunisation, campaigns of vaccine against preventable diseases such as Measles, Polio and nutritional deficiencies through mobile medical outreach and health camps.
  4.  Contribute in the design, development, implementation and evaluation of community awareness campaigns including capacity building programmes aimed at equipping and strengthening staff, volunteers and communities with capacity to provide Community-Based Disease Prevention and Control programmes.
  5.  Coordinate preparation of funding proposals and appeals for material assistance in line with the strategic plan by ensuring adherence to donor requirements.
  6.  Develop strategies for strengthening collaborative partnerships and networks with stakeholders, donors, Government agencies, the private sector and other players to ensure implementation of programmes that enhance organisational effectiveness.
  7.  Coordinate monitoring and evaluation of donor funded programmes by staff in order to evaluate progress, ensure accountability, determine impact and report on significant achievements to ensure organisational learning.
  8.  Develop and implement lobby and advocacy programmes with a view to reform laws and policies that hamper the implementation of effective disaster management to ensure that KRCS is recognised as the leading player in the provision of humanitarian relief services.

Minimum Qualifications
  •  BSc Environmental Health and relevant post-graduate qualification such as MSc in Public Health (MPH) or equivalent qualifications
  •  Over five (5) years experience in planning, implementing and evaluating Community-Based Primary Health care programmes with specific focus on MNCH in emergency / relief context.

  •  Knowledge of Public Health, humanitarian relief issues, trends and goals aimed at preventing and alleviating human suffering.
  •  Strong leadership, team building, conflict resolution and ability to deliver KRCS’ Strategic Objectives.
  •  Strong interpersonal and cross-cultural skills including the ability to build collaborative relationships with sensitivity to cultural, ethnic and political issues.
  •  Demonstrated ability to influence and resolve differences and conflicts.
  •  Demonstrated competence in resource mobilisation including implementation of effective fundraising strategies to increase resource through grant proposals.
  •  Proficiency in computer applications such as word processing, spreadsheets, database, email and utilisation of the internet.
