Consultancy Services for Conducting Country Program Baseline Study

Background

Plan is an international child-centred community development organization without political, religious or governmental affiliations. Child sponsorship is the basic foundation of the organization.

Objective
* To determine benchmarks for the objectives set out in 5 Programs under the new Country Strategy Plan (CSP) for 2011 to 2015.
Scope and Coverage

The Program Baselines will cover all Program Units in which Plan currently works including the Country Office, as well as validly sampled Government Ministries, Civil Society Organizations (CSOs) and other partners. The baseline study will be qualitative, quantitative and participatory process which includes the opinions of children.

Terms of Reference

The TOR will include determining the status of indicators for the objectives in health, education, livelihood, water and sanitation, governance and child protection programs.

Requirements

Plan Kenya invites eligible consulting firms or research institutions to forward their Expressions of Interest in providing these services during the months of February to March 2011. The consulting firms are expected to submit a technical proposal and a financial proposal, separately.

The consulting firm must demonstrate experience in similar assignment in Kenya in the last four years and the team must be well-grounded in social science with excellent skills in research, strategy development and rights based approaches to development. The consulting team will sign and adhere to Plan Kenya’s Child Protection Policy (CPP).

The completed expression of interest documents in writing must be delivered to the address below or deposited in the Tender Box situated at the Reception of Plan Kenya Country Office so as to be received on or before 9th February 2011 at 1200 hours Kenyan local time.

The expression of interest must be in blank sealed envelopes clearly marked ‘’TENDER FOR COUNTRY PROGRAM BASELINE STUDY’’ and addressed to:
