The Elizabeth Glaser Pediatric AIDS Foundation [EGPAF] supports Tanzania’s Ministry of Health and other stakeholders in The Elizabeth Glaser Pediatric AIDS Foundation [EGPAF] supports Tanzania’s Ministry of Health and other stakeholders in the role out and strengthening of a broad scale of HIV programs through a District approach.

Immediate Supervisor: Program Coordinator; Communication and Outreach

BASIC FUNCTION

This position is responsible for the design, implementation and evaluation of communication, advocacy and outreach initiatives which build on EGPAF’s technical expertise and credibility to increase awareness of and support for prevention of mother-to-child transmission of HIV and paediatric HIV/AIDS care and treatment. The focus of these initiatives will be to educate policy makers, opinion leaders, the media, civil society organizations and the public about pediatric AIDS issues.

While working with the Program Coordinator for Communications and Outreach, the Program Officer will provide leadership in media engagement and communications initiatives to create awareness and achieve a stronger image and positioning of EGPAF in Tanzania as highly responsive, professional, collaborative and effective and also as a leader in pediatric AIDS. S/he will report to the Program Coordinator; Communication and Outreach who provides leadership to the communication and outreach department.

MAJOR ACTIVITIES OF THE JOB

Responsibility 1: Outreach to media

· Increase awareness among the Tanzanian media on paediatric AIDS and prevention issues

· Expand media coverage of Foundation’s work and of paediatric AIDS and prevention issues.

· Develop and distribute press releases, media advisories, fact sheets and other appropriate materials to support media coverage of Foundation and partner activities.

· Working with the Program Coordinator, EGPAF Regional Communications Officer and Senior Public Policy and Advocacy Officer to prepare EGPAF leadership and other spokespersons for media interviews and/or presentations.

· Develop visibility materials describing Tanzania Country program, activities and achievements.

· Establish relationships with USG Tanzania and other donors/ partners /media officers and coordinate and support media activities as appropriate.

· Prepare media and site briefs and speeches for senior EGPAF officers or other partner organisations and coordinate events in the field.

· Play the role of Quality Control to ensure all materials conform with the United State government branding guidelines, EGPAF branding guidelines and other partner’s branding guidelines

· Organize media workshops and training of journalists in the area of PMTCT and care and treatment.

· Organize and facilitate journalists exposure visits to highlight the Foundation’s and partners work on CTC and PMTCT

Responsibility 2: Management of the EGPAF policy, communication and outreach outcomes

· Under the guidance of the program coordinator, implement a communication and outreach strategy for the Tanzania programme, with objectives and performance indicators

· Prepare annual work plan and budget as per EGPAF’s planning system

· Implement planned activities with the EGPAF program team, allies and partners and reporting as required

· Produce quarterly narrative reports against the planned budget and performance indicators

· Work with the community linkage team to understand the work of the districts and build capacity and identify areas for communication.

Responsibility 3: Representation and communication

· Represent the EGPAF programme to key stakeholders, partners and allies, donor agencies, government bodies, etc.

· Be able to report effectively on progress of the communication and outreach program

· Collaborate with other network partners (e.g. HDT, TAPAC, TAF, AJAAT, Futures group) in organising, managing meetings and events with national, regional and District officials, including Members of Parliament

· Manage the project partnership with WAMA Foundation and other projects that will emerge related to communication and outreach supported by EGPAF.

Responsibility 4: Consultation, coordination and support to the districts / regional level

· Organise and co-ordinate communication and education related meetings, prepare agenda, produce minutes, and ensure follow-up of action agreed in the policy meetings for EGPAF

· Participate in external meetings and events as requested, including at local, regional and national levels

· Collaborate with the MoHSW in matters related to communication and education.

· Participate in EGPAF technical team meetings and identify potential topics for presentation during the meetings.

Responsibility 5: Outreach support to the PMTCT and care and treatment programme

· Support the PMTCT and care and treatment programme team to develop communication and outreach initiatives at community and district levels,

· Provide information, materials for outreach and advice as appropriate in consultation with the relevant teams

· Work with the care and treatment and PMTCT programme team to identify and address key communication and education issues arising from the programs

· Document PMTCT and care and treatment programme success stories and notes from the field and share with partners at the local and national levels through various media including print and electronic.

Other Duties

The Program Officer for Communication and Outreach will be expected to undertake other duties from time to time, as discussed and agreed with his/her supervisor.

Education and Experience

* A degree in communications or journalism.
* A diploma in communications and or journalism with a combination of three years experience in media and public outreach positions will be accepted in lieu of a university degree.

Essential Skills and Knowledge

* Energetic, independent and self motivated
* Excellent journalistic verbal and written skills and ability to write simply for diverse audiences
* Excellent management and diplomatic skills
* Ability to utilize public relations to forge stronger constituency consensus
* Proven ability to write in a clear and concise manner and communicate effectively
* Ability to think strategically, plan and meet deadlines
* Ability to manage multiple priorities while working as part of team
* Good understanding of basic IT programs
* Knowledge of Tanzania national, regional and district government structure and operations,
* Knowledge of existing in country key players of HIV & AIDS related networks or the willingness to acquire this knowledge quickly
* Experience in working with International NGOs
* Ability to frequently travel to the field (up to 50%)
* Ability to communicate fluently in English and Kiswahili and to relate cross culturally

Desirable Skills and Knowledge

* Excellent interpersonal skills, and high levels of self motivation, integrity and initiative
* Good computer skills in Word, Excel and PowerPoint
* Experience of working with a wide range of stakeholders, with proven ability to provide support to communication and education initiatives.
