JOB PURPOSE

The Monitoring Evaluation and Learning Specialist will guide project and thematic programme teams to achieve effective monitoring, evaluation, impact assessment, review, and reporting child focused outcomes of their work. S/he will guide, advice, and support building of the capacities of field teams in these areas in order to achieve outcome/impact focused projects and programmes in line with SC and donor policies and practices. S/he will establish and maintain a central and systematic information management system whereby relevant project information, data and lessons of programs are accessible for use as required.

Key Accountabilities
* Establish and develop a useful central and systematic information management system that will be used to plan, monitor, evaluate, maintain and disseminate the results, outcomes and impact of SC’s work in Somalia
* Ensure that the appropriate and relevant system and tools are available and utilised for monitoring and evaluation as well as documenting, storing and sharing of achievements and lessons for meeting SC’s and donors’ information needs, designing and/or re-designing projects and inform SC’s evidence based advocacy efforts.

* Ensure that monitoring and evaluation is done not only for documenting and sharing achievements and lessons but also by fostering a practice that promotes children’s participation, non-discrimination, sustainability as well as SC’s and partners accountability to children
* Lead on monitoring, evaluation, documentation and dissemination of all projects of SC in Somalia as per pre-set monitoring and evaluation schedules
* Provide training to SC staff and partners to enhance their capacity in project cycle management in general and M&E in particular.
* Coordinate baselines and thematic studies together with relevant project managers.
* Provide quality programming technical input in the designing stage of projects to ensure that they are developed based on result-based approaches that will lay out SMART indicators for measuring efficiency, effectiveness and outcomes of projects.
* Ensuring monitoring and impact assessment data, quality assessments and data verification are conducted routinely and that data quality assurance plans are in place and effectively utilised.
* Ensuring that lessons in planning, monitoring, evaluation and impact assessment are documented, shared and considered in the design of new projects and thematic plans and are discussed during periodic programme reviews and ultimately fed into current work and future programme development.

Specific outcomes
* A central programme information data management system is developed and operationised. As a result disaggregated data on children reached is made available consistently for all programs/projects to meet SC’s and donors’ periodic reporting needs
* Project teams use appropriate methods/tools necessary for the achievement of programme quality throughout the programme cycle. This is to include, needs analysis/baseline surveys, logical frameworks, monitoring and evaluation and reviews in line with SC’s Child Rights Programming Principles
* Children and other key stakeholders are actively involved in all phases of project cycle management
* Monitoring and impact assessment is appreciated and owned by project teams and partners, and is practised as ongoing and normal processes.
* Lessons from planning, monitoring and evaluation are applied throughout the programme and by partners in a participatory manner that strengthens their capacity to realise the fullest benefits for children.
* An action plan from the evaluation is developed and implemented.

Person Specification
* Masters degree in development management, project planning and management or related fields
* Substantial (at least 4) experience in designing, monitoring and evaluating projects or programs in NGO setting
* Trained in application of computerised M&E data/information management with demonstrated experience of its application
* Proven skills and experience in developing and applying participatory M&E management systems/tools and conducting of action oriented researches and studies
* Ability to work independently and with good interpersonal, communication and presentation skills.
* Good written and spoken English language skills.
* Proven track record as a trainer/facilitator.
* Willing and able to travel at least 50% of the time to Somalia/Somaliland to support field teams
* Commitment to and understanding of Save the Children’s aims, values and principles.
