BACKGROUND
Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security. We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the development of local capacities and structures.

Saferworld has been working in Africa since 1997, with a primary focus upon East Africa and the Horn region. We have well-established programmes in Kenya, Uganda, Somalia and Sudan. In addition, Saferworld supports regional and international conflict prevention and security processes. Saferworld headquarters are in London, with a regional office in Nairobi, and country offices in Kampala and Juba. The Somalia programme is managed from Saferworld's Nairobi office with plans to establish an office in Somaliland in the near future.
Saferworld's programme of work in Somalia/Somaliland has two components. The first aims to strengthen the participation of Somali Non-State Actors in decision-making on peace, security and development. Key themes in this project are participatory decision-making, inclusiveness and capacity building of 'platform' structures so that they more effectively channel NSA voices in policy dialogues. The second component is focussed on conflict and security issues and includes carrying out conflict analyses to help international agencies become more responsive to conflict issues; supporting the development of an 'Observatory' on peace and security issues based initially in the University of Hargeisa; and providing technical advice to members of a consortium of organisations working to create a 'Somali Community Safety Framework' in which new 'bottom-up' approaches to addressing localised safety and security problems are being developed and shared. The main focus of this role is upon the implementation of Saferworld's Somali Non-State Actors projects.

B. BASIC FUNCTION OF THE POSITION:
The Mission DLI Coordinator/ LCD Team Leader will serve as the lead on all activities related to the DLI program in the region. This position will report to the USAID/East Africa Front Office.

C. DUTIES AND RESPONSIBILITIES:
1. The DLI Coordinator/LCD Team Leader will work with EXO and Front Office to oversee all facets of DLI administrative management:

i. Facilitate the preparation of the DLIJO Memoranda of Understanding for all assignments to post.
ii. Plan and carry out a DLI orientation for all new DLIs coming to the office---including basic information related to payroll, WebTA, etc.-in coordination with HR and Controller's office.
iii. Analyze available space accommodation at the Mission in terms of additional DLIs assigned to Nairobi.
iv. Develop and oversee logistics related to assignments, work with the EXO to determine necessary procurement of office furnishings, computer equipment and peripherals, installation hardware, etc.
v. Provided guidance and interpretation of USAID policies and overall strategic direction for the DLI program and how this intersects with and supports USAID's development programs and office operation in East Africa.

2. The DLI Coordinator/LCD Team Leader will work with the EXO and Front Office to oversee all facets of DLI training and rotations:
i. Work in conjunction with DLI and his/her supervisor to develop the DLI's Individual Development Plan (IDP).
ii. Oversee documentation and record keeping related to DLI Individual Development Plans (IDPs) -updated in light of training taken, training scheduled, and new opportunities, in coordination with supervisor and DLI junior officer.
iii. Develop training tracking plans and matrices, feedback sheets and evaluation forms to ensure that DLI rotations are productive for the junior officer, that the rotation supervisor has an opportunity to provide input to the official DLI supervisor and that the DLI junior officer will have an opportunity to provide feedback on the efficacy of the assigned rotation.
iv. Manage all aspects of any planned DLI training curriculum and, as appropriate, be responsible for the development of course curriculums.
v. Coordinate with EXO to locate, contract (if necessary), and supervise logistics and administration for instructors (USAID staff in the region, retired USAID officers, and/or USAID Washington staff).
vi. Maintain close contact with USAID technical and support offices and Embassy and other USG offices in-country to identify opportunities for DLIs to fully maximize their rotations. While developing a rotation schedule is the responsibility of each DLI, the Coordinator will provide critical guidance and support to all DLIs as they develop their individual rotation schedule.

The Project works in partnership with the National Assembly to support Parliament's various institutional development activities.

The successful applicants, to be based in the Nairobi SUNY Kenya office, will be hired as contract employees and will report to the SUNY Kenya Country Director and Project Chief of Party (COP).

Deputy Director & Senior Program Officer CSO Liaison

Functions and Requirements of the Position:

Under the direction of the COP, the incumbent will help to develop, implement and monitor technical program activities, including in area(s) of expertise. Such activities may include, but are not limited to, training seminars, workshops and the production of technical reports for the staff and Members of Parliament. The incumbent will also support and monitor the performance of Project technical consultants.

The incumbent will need to establish good working relationships with the Members and staff of Parliament, Government of Kenya officers and civil society organization representatives.

The incumbent must be a team player, and comfortable working with Project staff, professional associates and clients of all ranks. The incumbent must understand and support the partnership methodology of the Project.

The incumbent will carry out any other duties as assigned by the COP.

Desired Qualifications:
  • Kenyan citizen with five or more years experience interacting with politicians and government officials, including those in high office.
  • Ability to deal fairly and evenly with all political parties and factions in Kenyan politics, and a reputation for doing so.
  • Advanced degree and professional training in desired substantive area(s) e.g. politics, economics, law.
  • Relevant professional accomplishments including a) program development, implementation and monitoring (with USAID, DFID or other international organizations a plus) and b) organizing and leading training seminars and workshops.

2. Grants Manager

Functions and Requirements of the Position: The Grants Manager is being hired to manage a small grants programme that SUNY will be undertaking to enable Kenyan Civil society organisations support the work of the Kenya Parliament.

Reporting to the Finance and Administration Manager, the Grants Manager will:-
  • Oversee the grants review and selection process, ensure selected projects meet their contractual obligation to deliver quality services according to USAID regulations and requirements, and report results across the program to USAID and other stakeholders.
  • Provide management leadership for the grant award process, including development of Request for Applications (RFAs), coordinate and participate on the proposal review panel to score and select grant recipients to ensure they meet the objectives and comply with USAID rules and regulations.
  • Coordinate the procurement process with the Finance Department to issue the grant awards and serve as principal contact for all grant applicants and other potential partners, developing RFAs, frequently Asked Questions (FAQ) documents and responds to additional requests for information.
  • Supervise and serve as the liaison between the grantee organizations and the USAID Parliamentary Support Program to ensure contractual obligations for the projects are met and to process contractual actions such as deliverables, and modifications.
  • Coordinate the quarterly reporting process when each grantee project submits requests for reimbursements, and reports financial status, monitoring and evaluation data and a narrative report on progress.
  • Will conduct site visits to selected grantee organizations to directly observe project implementation, provide project management support, train on USAID rules and regulations
  • Compile and report information which is shared with USAID on a quarterly basis and is utilized to fulfil regular information requests from other government agencies or offices.
  • Maintain operations manual to document the process for each grant cycle. Compile and organize all grant materials.
  • Organize and maintain all project documents and files related to grant process and individual grantee activities.
  • Maintain and update specific project and related correspondence files, tracking and status sheets, and databases.
  • Assume additional responsibilities of a programmatic/financial/administrative nature as position may require.
  • The incumbent will carry out any other duties as assigned by the COP.
Desired Qualifications
  • Advanced degree/Training in Finance and/or Accounting.
  • At least 5 year(s) of relevant experience required in program management and support, ideally including managing a grants program.
  • Thorough knowledge of and at least three (3) years experience working with, USAID rules and regulations.
  • High level computer literacy with excellent knowledge of word processing and spreadsheet software applications required (Word Perfect for Windows and/or MS Word, MS Excel).

The position holder will report directly to the Country Project Manager. The Gender and Youth Coordinator will work together with Country Teams to plan, budget, implement and monitor “out-of-the-box” Youth and Women targeted dairy enterprise programs.

The office holder will strive to ensure that project activities, outputs, outcomes and incomes are equitably distributed to benefit women and Youth.

Duties and Responsibilities:

  • Lead the implementation of the EADD gender strategy in Kenya and revise strategy based on field experiences
  • Work with staff and partners to develop and implement a strategy to improve participation of the youth and women in EADD activities
  • Work with country team and resource persons in identifying gender training needs of staff and develop training materials on gender as well as coordinating staff training on gender issues
  • Facilitate the design and implementation of gender action plans and milestones based on the gender strategy and the existing monitoring and evaluation framework
  • Provide technical support (tools, methods etc) to implement activities that effectively integrate men, women and the youth and benefit them as participants in the project
  • Review of activities to ensure gender issues are sufficiently integrated into the training materials, annual work-plans and budgets
  • Work with the Monitoring and Evaluation Coordinator to ensure effective monitoring and reporting of gendered indicators and milestones
  • Conduct regular monitoring visits to project sites
  • Ensure quarterly reporting on progress against the project strategies, with information on achievements, challenges and areas of support needed
Required Skills and Experience

Education
  • A Bachelors degree in Social Sciences i.e. Gender and Enterprise Development, Anthropology, Rural Development, Sociology, Economics, Agricultural Sciences or related discipline
Experience
  • Extensive knowledge in gender, agriculture and rural development, including demonstrated expertise in conducting gender analysis, gender assessments, and/or gender-focused research of agricultural issues especially related to dairy
  • At least 3 years of experience working on gender issues preferably in agriculture, rural development and/or livestock production and marketing
  • Previous experience working with youth and developing strategies for youth participation in rural development programs
  • Must be a team player and have proven ability to work collaboratively with people at different levels, including colleagues, partners and donors.
  • Willingness to travel extensively to the field
Language Requirements
  • High Level of proficiency in written and oral English.
  • Knowledge of Kiswahili is an added advantage

B: Investment Advisors

Summary of Position Responsibilities

The Investment advisor will work with the farmer business associations in tracking of Heifer and farmer investments in the chilling plants, ensuring that investments are sound and have reasonable returns within reasonable time.

Some of the primary key responsibilities include:
  • Carry out financial analysis for each investment by farmers and Heifer and advise accordingly;
  • Work on plans for farmers to buy back Heifer shares and the loans are serviced on timely basis, both for new and old investments;
  • Advise both farmers and Heifer on new and on-going investments, both strategically and operationally;
  • Support the dairy enterprises in measurement and performance of contracts, operational expenses, farmer payments, identification of other business opportunities related to the dairy enterprise;
  • Support the enterprises in enforcement of contracts with customers, transporters, service providers, maintenance and compliance with licensing and taxations;
  • Prepare investment reports to the management as required.
Qualifications
  • The investment advisor must have a bachelor’s degree in commerce or business related degree with knowledge on financial and business analysis.
  • She must have at least 3 years working with farmers either in credits or investments.
  • CPA section IV and above qualification is an added advantage.

Duties and Responsibilities:

  • Self motivated and ability to achieve outputs;
  • Ability to build and maintain relationships with supervisors, colleagues and partners.
Additional assets:
  • Master’s degree in peace studies, conflict prevention or development studies;
  • Academic or professional backgrounds in peace-keeping, security sector or DDR (Disarmament, Demobilisation and Reintegration);
