Background

Information on HIV epidemic in Southern Sudan is generally limited and none conclusive, making it difficult to provide a uniform and representative picture of prevalence. While prevalance in the whole country is perceived to be low (estimated at 1.4 % , 2008 UNAIDS), geographically-focused surveys indicate that this is an area of major concern. Sentinel surveillance results have shown prevalence ranging from zero % to 11.1%, such as the study in Akobo, Cueibet, Leer, Maridi, Boma, Pacholla, and Tambura. Surveys conducted elsewhere also demonstrate evidence of huge regional differences in prevalence.

The consequences of four decades of war, ongoing conflicts and the emerging incidence of HIV/AIDS (3% prevalence rate ) as well as other health related concerns create a risky environment for children and youth. Many children and youth have missed on the right to an education, and currently only 26% of children in school have enrolled at the right age, hence a high proportion of over age children. Less than 10% of girls’ complete primary education, and teenage pregnancy is estimated at 20%. Children still face exposure to displacement, recruitment, abduction, exposure landmines and gender based violence occasioned by ethnic conflicts.

The Southern Sudan Area Office has currently supplies in all the warehouses in Juba, Malakal, Rumbek, Wau and Yambio with significant stock levels. UNICEF is sector lead for WASH, Nutrition and Education and sub sector lead for Child Protection. There is a need to have in place a robust system of inventory management, monitoring of supplies and reporting to all stakeholders.

The new version of UNITRACK has been installed in December 2010. The Southern Sudan Area Program needs a super user in order to ensure the accuracy of the data generated through its inventory.

Purpose of the position
Under the supervision of the Logistics Specialist, the UNITRACK super user will assist in the planning and implementation of the in-country logistics, transport and distribution of the supplies

Major Duties and Responsibilities
* Provide technical advice, support and guidance to the all five warehouse hubs on UNITRACK applications, systems and best practices for inventory, data recording and reporting.
* Ensure UNITRACK system is properly running in UNICEF Southern Sudan

Purpose of the Post:
 
Under the supervision of the Senior Nutrition Manager, contribute to programme planning, administration, implementation and evaluation of programme/project activities, data analysis and progress reporting.
 
Major duties and responsibilities:
 
* Provide technical leadership to UNICEF zonal offices and partners in expending interventions for the management of acute malnutrition (SC, OTP, SFP) and nutrition information management.

* Ensure a strategic review of the most critical needs in management of acute malnutrition that can be addressed in the current context and devise a programmatic response (with the nutrition cluster/partners).

* Provide day-to-day continuity and support in the management of the UNICEF national programme, including financial, administrative, and legislative support (with support from zonal Nutrition Specialists and the Senior Nutrition Manager).

* Identify gaps in data collection and ensure that necessary evidence is collected, interpreted and used for program management as well as shared with partners.

* Ensure experience, lessons and evidence is documented and disseminated within Somalia nutrition cluster/partners as well as regional and global forums.

* Identify needs for specialized technical assistance/consultancy and initiate and manage consultancies (e.g. for program communication, development of training materials, ETC.)

General Description of the Role
Under the direct supervision of the ELRI Project Manager, the LSO will be responsible for Horn Relief’s administrative logistics and security with overall control and responsibility over the sections of Procurement, Transportation, Warehousing / Assets, Communication, Equipment Maintenance, and Reporting.

The Logistics and Security Officer will be responsible for ensuring quality in logistics support across Horn Relief HQ, field offices, and projects. You will also ensure the logistics function is delivering timely, cost-effective, high quality and appropriate support; and supporting field teams in achieving and maintaining minimum standards in logistics work.

Responsibilities and Key Duties
Procurement
* Ensure that procurement tracking is current and updated;
* Ensure timely & accurate logistical reporting to Project Manager;
* Continuously assess the market for new procurement opportunities;
* Ensure timely delivery of program supplies to field sites in line with project implementation;
* Assist in the development, monitoring and review of procurement plans.

Transport and Travel

* Manage and coordinate vehicles and drivers currently used by the ELRI team;
* Hire additional vehicles where necessary;
* Ensure that the Drivers fill in the log sheets accurately on daily basis;
* Arrange for road transportation of goods when necessary;
* Ensure that vehicles are periodically scheduled for maintenance;

Warehousing / Assets

* Ensure that all HR assets and equipment used in Garissa are properly assessed and documented (incl. physical location and condition) to contribute to an updated country program asset register;
* Ensure that all documentation is completed and stored in readiness for external and internal audit requirements;
* To carry out periodic stock checks and to provide physical count of random items in storage. To manage all paperwork related to stored items, including Stock Cards, delivery and receipt papers.

Communication/IT

* Ensure logistical support in event of emergency, and that all necessary advance measures have been taken;
* Be responsible for ELRI project cameras, satellite phones and telephones;
* Manage the contract with the internet service provider;
* Provide IT support/networking support when necessary;
* Liaison with other NGOs and UN agencies on logistics issues.

Equipment Maintenance

* Ensure that systems for regular maintenance or repair are implemented for vehicles and other equipment and that routine maintenance and repair of communication and office equipment (computer, radios, satellite phones, power generators) is carried out per schedule.
* Ensure that proper tracking of equipment out for maintenance is followed.
* Provide technical supervision of drivers for matters related to safety and security

Security
* Act as the security focal point for North Eastern Kenya;
* Provide all staff with regular security briefings and updates and ensure that all staffs adhere to security policies and procedures;
* Conduct regular security and risk assessments for all operational areas;
* Supervise the security guards performance in Garissa;
* Ensure that field communications needs are met and that staffs are trained in the use of radios and other communications equipment as necessary;
* Liaise with Kenyan Government Security Agencies, UN Agencies, NGOs and other external actors to gain security information and analysis in NE Kenya.

Others

* Ensuring that bills are paid on time;
* Act as overall compound manager for the Horn Relief office compound in Garissa;
* Making sure that everything at the guesthouse is in order and repairs are undertaken in a timely and quality manner;

Organizational background

The World Food Programme Somalia activities include food assistance relief, emergency school feeding, humanitarian air and logistics services, food coordination and emergency rehabilitation projects.

Major Duties and Responsibilities:


Under the direct supervision of the Programme Officer (M&E), the Staff Assistant M&E (Data Entry) will perform the following tasks:

    * Prepare a monthly report that compares tonnage in allocation plan, distribution plan and deliveries by district, region and modality.
    * Highlight differences and explain the reasons for these differences.
    * Present findings to senior management and programme staff on a monthly basis.
    * Co-ordinate with other units and sub-offices to resolve issues and clarify or obtain additional information
    * Prepare a report on the monthly monitoring activities undertaken in the month and another report on monitoring activities undertaken since the beginning of the year highlighting Food Distribution Points (FDPs) Cooperating Partners (CPs) not visited or not visited enough since the beginning of year.
    * Archive monitoring checklist collected from Areas of Responsibity ( AORs) monthly
    * Maintain a tracking system by tracking number of beneficiary feedback cards distributed by region, district and FDP
    * Coordinate with sub offices to ensure that beneficiary feedback cards are being distributed in active FDPs
    * Preparation of power points slides for monthly M&E reports by 6th of every month
    * Perform any other duties assigned by the supervisor

Minimal qualifications:

Education: Secondary school education, preferably supplemented by courses in a field related to WFP programmatic activities.

Experience: At least three years of progressively responsible support experience including at least one year in the field of accounting, transport, insurance, statistics, operations or another related field, or a university degree with at least one year relevant work experience.

Language: Fluency in both written and spoken English is a requirement.

Knowledge: Experience utilizing computers including word processing, spreadsheet and other software packages.

Following the end of the first phase of the NIPHORN project, UNICEF ESARO is seeking expressions of interest of individual technical consultants to conduct a comprehensive evaluation of this project.

The consultant should have a considerable knowledge/expertise in nutrition information and should also have the technical human resource capacity to support this extensive piece of work, estimating a two month time frame for completion of the work.
