Background

Organizational Context

Somalia provides a unique challenge in aid coordination. The country requires the concurrent and continual delivery of a complex mix of relief, recovery, and development interventions in a deeply insecure and unpredictable operating environment. Despite historical instability, the UN and World Bank undertook the Somali Joint Needs Assessment (JNA) as a step towards the achievement of peace, security, recovery and development. The output of the JNA process was the Reconstruction and Development Framework (RDF) which lays out the priorities of Somalis to be achieved between 2008 and 2012.

In response to the RDP, the UN Country Team (UNCT) produced a joint UN Transition Plan for Somalia (UNTP) from 2008-2010 which set out what the UN aimed to achieve. Following on from this a UN Assistance Strategy for 2010-2015 has been developed. The UNCT is anticipating increased harmonization of programming with clearer distribution of labor among agencies in support of this, followed by initiatives of joint programming and cost-shared services, which will further explore synergies and increase efficiency.

Since no single agency has the range of funds, skills, knowledge, and experience to tackle the multi-dimensional causes of poverty; a strong planning and coordination capacity, especially for the strategic analysis and results-based planning needed to integrate the UN’s operational response to transition challenges, is required. An integrated approach will increase the impact of the UN System on poverty reduction and reduce the transaction costs of the national authorities and other key stakeholders (who include: National and local authorities, UN Resident/Humanitarian Coordinator, UN agencies, staff of IASC members at headquarters and in the field, the international financial institutions, representatives of donor countries/organizations, non-governmental organization representatives and other members of the humanitarian community, senior members of the government at national and provincial levels, civil society, church groups, civilian and military authorities, traditional leaders and other key actors, especially in conflict areas, local and international press, visiting political, donor and humanitarian missions); strengthen national capacity for managing development assistance; and increase recognition by national authorities and other partners, of the strength of the UN System when it works as a coherent whole.

UNDP has been at the forefront globally and at country levels to contribute towards and support national responses to HIV & AIDS together with other development partners. In Somalia, UNDP has been actively involved in the HIV & AIDS response since 2004.

UNDP’s main focus is to strengthen Governance of AIDS Responses which focus on 3 critical areas:


Strengthening Governance Structures for the HIV responses,
Supporting Decentralisation of the HIV & AIDS response and
Strengthening Partnerships between government and civil society to help create an enabling environment to support the response to HIV & AIDS.
This involves working with the media to help create an enabling environment and reduce stigma and discrimination, plus work to protect the rights of People Living with HIV & AIDS (PLHAs), women, and other vulnerable populations.

As per the scope of work below, this consultancy will support UNDP efforts to strengthen governance structures for the HIV response in Somalia and support partners that UNDP works with in Somaliland, Puntland and South Central. The position is based in Nairobi but will require some travel to the field.

To this end, UNDP Somalia is recruiting an HIV & AIDS Programme Specialist who will support all activities outlined in scope of work below.

Background

The Recovery and Sustainable Livelihood Programme (RSL) is continuing and scaling up the livelihoods project implemented during 2008 – 2010 in the three Somali zones of Somaliland, South Center and Puntland. The overall objective is to contribute to human security and peace and recovery in Somalia through capacity development of community and national actors as a strategy for sustainable livelihoods and long-term recovery. Thus, the focus will be on (i) ‘stabilization’ of livelihoods of vulnerable households and communities through conflict /disaster sensitive short-term employment creation and grants to promote community peaceful coexistence and peace building; (ii) improvement of local economic recovery for reintegration, employment, micro-business development and food security in Somalia; (iii) support of inclusive economic growth in Somalia; (iv) improvement of capacity for climate risk and community based natural resource management in Somalia; and, (v) gender equality, women and youth socio-economic empowerment strengthened. All five focus areas entail strengthening the capacity of communities, private sector, CSOs/CBOs and governmental and local authority institutions to plan and deliver and implement recovery projects, provide services effectively and efficiently, and support participatory local development planning processes. The programme is targeting affected people, mainly women, youth, pastoralists, ex-combatants and IDPs. In addition, the programme is targeting local authorities, governmental institutions As these groups bear the brunt of the economic and social consequences of the crises in Somalia, their economic empowerment is a key component of the programme.

RSL Programme developed an interactive database that will enhance efficiency in project planning, monitoring, and reporting as well as structured project information, organization and documentation, for improved overall portfolio management. This will avail information in a timely manner and enable the monitoring of the project activities, particularly the database will help manage and monitor;

Agreements signed between UNDP and other UN Agencies, NGOs, Community Management Committees and government authorities.
Reporting: – different formats of technical, financial and other result oriented related reports,
Monitoring and communication in real time using GIS and Google earth.
Under the guidance and the direct supervision of the RSL Programme manager and the technical supervision of the ICT Analyst, the Database and ICT Assistant will develop and maintain RSL Database system, UNDP Somalia Web site and the UNDP Somalia Intranet. He/she will provide daily technical support for users in charge of the content in UNDP office. In addition to this, the Database and ICT Assistant will provide End User Support to the Country Office staff.

For updating of content on both the UNDP Somalia Website and Intranet, the Database and ICT Assistant will work under the guidance of the Head of Communications and direct supervision of the Communications Officer. The incumbent has to be competent in Database development and management, web design, management, maintenance, and Web-oriented databases applications.

The Database and ICT Assistant works in close collaboration with RSL Programme, Operations, Programmes and Project teams in the CO and UNDP HQ staff for resolving complex ICT and web-related issues.

United Nations Development Programme (UNDP) is UN’s global development organization. UNDP has a normative global mission as a pro-poor development agency to promote human rights, gender and the Millennium Development Goals.
 
UNDP Kenya would like to recruit two Programme Analysts — Human Rights (National Professional Officer Category, Grade NOB – ICS9) for the Office of the UN Resident and Humanitarian Coordinator.
 
Background
The UNDAF aims to support Kenya in implementing the country’s national development strategy, as articulated in Kenya Vision 2030 and its first 5 year Medium Term Plan. Further, the programme aims to enhance the mutual agreement between the Government of Kenya and the UN, for the realization of fundamental human rights principles enshrined in the international human rights Instruments and Declarations to which the Government of Kenya and the UN are committed. On safeguarding human rights, UN assistance aims to provide strategic and timely support through the Human Rights Unit in the Resident Coordinator’s office to UN agencies, the GoK, KNCHR and civil society
organizations.

The Unit’s primary focus in 2010/11 include; coordination of human rights input into implementation, monitoring and evaluation of UN-DAF; Ensuring UN continuation as strategic leader on Transitional Justice; Strengthening UN and partners capacity on the Human Rights Based Approach (HRBA); Increasing strategic partnerships for advocacy and provision of assistance to victims, witnesses, human rights defenders and marginalized groups; Assisting the UN, GoK in UPR process and implementation of recommendations as well as providing substantive and technical support to UN agencies on request. Underpinning this work are the principles of inclusivity and effective participation of marginalized groups, including women, youth and persons with disabilities.
The Office of the UN Resident Coordinator is recruiting 2 National Programme Officers — whose key areas of responsibility will be assisting the Human Rights Unit in implementation of the above mentioned tasks.
 
Qualifications
Masters Degree in Law, Political Science, Human Rights, Social Science, International Relations, Development Studies or related field. Additional qualifications in programme/project management is an added advantage Minimum of two (2) years experience working in the area of human rights. Experience working with the UN, human rights organization, development organization or similar institution, is a requirement 
Sound knowledge of and experience in the development and implementation of human rights related projects and programmes; Sound research and analytical capacity in the field of human rights, including thorough understanding of the national and international human rights protection system; Good knowledge and experience in human rights and gender mainstreaming in development programmes; Good experience in monitoring and evaluation of programmes/projects

Organizational background

The World Food Programme Somalia activities include food assistance relief, emergency school feeding, humanitarian air and logistics services, food coordination and emergency rehabilitation projects.

Major Duties and Responsibilities:


Under the direct supervision of the Programme Officer (M&E), the Staff Assistant M&E (Data Entry) will perform the following tasks:

    * Prepare a monthly report that compares tonnage in allocation plan, distribution plan and deliveries by district, region and modality.
    * Highlight differences and explain the reasons for these differences.
    * Present findings to senior management and programme staff on a monthly basis.
    * Co-ordinate with other units and sub-offices to resolve issues and clarify or obtain additional information
    * Prepare a report on the monthly monitoring activities undertaken in the month and another report on monitoring activities undertaken since the beginning of the year highlighting Food Distribution Points (FDPs) Cooperating Partners (CPs) not visited or not visited enough since the beginning of year.
    * Archive monitoring checklist collected from Areas of Responsibity ( AORs) monthly
    * Maintain a tracking system by tracking number of beneficiary feedback cards distributed by region, district and FDP
    * Coordinate with sub offices to ensure that beneficiary feedback cards are being distributed in active FDPs
    * Preparation of power points slides for monthly M&E reports by 6th of every month
    * Perform any other duties assigned by the supervisor

Minimal qualifications:

Education: Secondary school education, preferably supplemented by courses in a field related to WFP programmatic activities.

Experience: At least three years of progressively responsible support experience including at least one year in the field of accounting, transport, insurance, statistics, operations or another related field, or a university degree with at least one year relevant work experience.

Language: Fluency in both written and spoken English is a requirement.

Knowledge: Experience utilizing computers including word processing, spreadsheet and other software packages.
