Programme Director Job in Busia Kenya – Ministry of Planning, National Development and Vision 2030 The Government of Kenya is set to implement a new project, the Programme for Agriculture and Livelihoods in Western Communities (PALWECO) in collaboration with the Government of Finland. PALWECO is a Multi-Sectoral Rural Development Programme with focus on poverty reduction covering seven districts (Busia, Bunyala, Butula, Samia, Nambale, Teso South and Teso North) of Western Province.

It is in this context, the Ministry of State for Planning, National Development and Vision 2030 (MoPND) is seeking to recruit the Project Director who will be based in Busia, Kenya.

Candidates should have a clear understanding of the national long and short term development policies and how to cascade these policies into a regional context.

Salary: $30,000 – $40,000

Salary: £25,170 – £25,920 per annum (dependant on relevant experience), inclusive of annual Cost of Living Allowance

Merlin is the only specialist UK charity which responds worldwide with vital health care and medical relief for vulnerable people caught up in natural disasters, conflict, disease and health system collapse. Each year, Merlin helps more than 15 million people in up to 20 countries.

Context and Background

Merlin has been working in Kenya since 1998. Merlin is currently operational in three geographic regions: Lake Victoria, the Western Highlands and the Arid and Semi Arid regions of northern Kenya. In addition to the country office in Nairobi, Merlin maintains offices in Kisii and Kisumu towns in Nyanza province, Lodwar in Turkana district and Wajir town in Wajir province. Since January 2008, Merlin has also been implementing an emergency response project in Nakuru North district in Rift Valley province.

The overall objective of Merlin’s work in Kenya is to contribute to a reduction of health inequalities and to a reversal in the current downward trend in health related indicators. Merlin does this by responding to emergency needs as well as continuing to build on lasting working relationships with communities and local partners; supporting the strengthening of the Kenyan health system; approaching health problems with innovative interventions; developing answers to key practical questions through operational research; and using the lessons learned at local levels to feed into national-level programming and planning.

International Livestock Research Institute (ILRI)

The International Livestock Research Institute (ILRI) works at the crossroads of livestock and poverty, bringing high-quality livestock science, communications and capacity building to bear on poverty reduction and sustainable development. ILRI is one of 15 centres supported by the Consultative Group on International Agricultural Research (CGIAR). ILRI has campuses in Kenya (headquarters) and Ethiopia, with other offices located in other regions of Africa (Mali, Mozambique, Nigeria) as well as in South Asia (India, Sri Lanka), Southeast Asia (Laos, Thailand, Vietnam) and East Asia (China). ILRI also manages Biosciences eastern and central Africa (BecA)-ILRI Hub, a new centre for excellence in modern plant and animal biology in Africa. It consists of a Hub based on the ILRI campus in Nairobi, Kenya and a network of regional nodes and other affiliated laboratories and organizations throughout the region. The BecA-ILRI Hub facilitates, hosts and conducts research in crop, microbe and livestock areas where new developments in science offer promise to address previously intractable problems constraining Africa’s development. The BecA-ILRI Hub seeks to recruit a Project Coordinator whose focus will be to manage and coordinate a new large scale collaborative project between Commonwealth Scientific and Industrial Research Organisation (CSIRO), Australia, and the Biosciences eastern and central Africa – International Livestock Research Institute (BecA-ILRI) Hub. The Australian Government has announced its intention to provide generous support through CSIRO for a new Partnership with the BecA-ILRI Hub. The Partnership will support a program of biosciences research and development and related capacity building over four years (2010-2013). The overall goal is to improve food security by using the application of modern science to increase the productivity and sustainability of agricultural systems in Africa. This is an international appointment reporting to the BecA-ILRI Hub Director.

JCCP Representative Office in Kenya is currently supporting training at International Peace Support Training Centre (IPSTC) in Kenya, and Project Officer will support Project Manager in this project. Additionally, Project Officer will assist JCCP Representative Office in developing new projects in Kenya and/or Somalia.

Duties and Responsibilities:
Under the direct supervision of the Representative of JCCP Kenya, the duties and responsibilities of the Project Officer will be as follows:

    - To participate in curriculum development at IPSTC;
    - To assist JCCP Tokyo and Kenya Office in identifying lead or sub facilitators;
    - To provide administrative and logistical support to the identified facilitators and lecturers;
    - To compile a quarterly report to IPSTC;
    - To assist Project Manager in monitoring and managing of the budget;
    - To participate in project development;
    - To provide other support as required.

Requirements
    - At least three years of experience in project management with NGOs / UN;
    - University degree in international relations or political science;
    - Experience in facilitating a training;
    - Experience in project development;
    - Fluency in English;
    - Good command of computer applications, Microsoft Office Word and Excel in particular;
    - Self motivated and ability to achieve outputs;
    - Ability to build and maintain relationships with supervisors, colleagues and partners.

Additional assets:
    - Master's degree in peace studies, conflict prevention or development studies;
    - Academic or professional backgrounds in peace-keeping, security sector or DDR (Disarmament, Demobilization and Reintegration);
    - Fluency in Somali
