- Electrical Services to include; Wind solar hybrid and diesel engine generators, main power distribution systems, low voltage switchgear, interior power systems, interior lighting systems, external lighting systems, lighting protection and grounding systems, fire detection and alarm systems, telephone and data systems, VSAT and PABX systems
- Mechanical Services to include; Plumbing, drainage and sanitary systems, fire protection systems, air conditioning and mechanical ventilation systems, cold room installations, solar heating systems, kitchen equipment and LP Gas installations, high level water tanks and booster pumps, underground fuel tanks and pumps, compressed air systems, borehole drilling and equipment
Qualification
To qualify, the candidate shall meet the following requirements:-

- Be in possession of a National Diploma or Higher National Diploma in one or more of the following fields; Architecture, Building Technology, Civil Engineering, Mechanical Engineering or Electrical Engineering or in a related field of study
- Must have a certificate for supervision of road construction from a recognized institution
- Must have at least five years post-graduation working experience gained in site supervision of building workswith elaborate Mechanical and Electrical services
- Must possess good spoken and written communication skills in English and Kiswahili, be computer literate, be honest and vigilant
Responsibilities
Reporting to the Consultant Project Manager and the Project Architect, the primary duties and responsibilities of the Clerk of Works shall include but not be restricted to the following:-
Reporting to the Consultant Project Manager and the Project Architect, the primary duties and responsibilities of the Clerk of Works shall include but not be restricted to the following:-
- Act on behalf of the Project Architect in ensuring that consistently high standards of quality of both materials and workmanship are maintained for all the building works, civil works, mechanical and electrical works.
- Monitor, record, and report the progress of all building, civil, mechanical and electrical works
- Obtain a thorough understanding of works through detailed review of all the project construction and working drawings, specifications, bills of quantities and other relevant project documents and use them as references when inspecting the works;
- Conduct visual inspection of all buildings, civil, mechanical and electrical works. This entails undertaking a rigorous and detailed inspection of the quality of materials and standards of workmanship installations are constructed in accordance with the drawings, specifications and approved quality.
- Identify technical problems on site and recommend corrective action in consultation with the Project Architect, Project Civil/Structural Engineer and Project Mechanical/Electrical Engineer.
- Keep detailed records of various aspects of works including a daily diary and report regularly to the Project Architect.
- Attend site progress meetings and all meetings on site relevant to the works and provide reports as per agreed templates.
- Witness testing, commissioning and balancing of mechanical and electrical engineering installations
- Prepare schedules of defects and certify rectification of snag items in consultation with the Project Architect and Engineers.

- To support capacity building of LVRLAC staff and member local authorities in program development, management and resource mobilization.
Job requirements
- Minimum postgraduate degree in Project Planning and Management, Social sciences, Environment Science, Natural Resource Management, Economics, or Development Studies. Computer proficiency in word processing and Excel packages a must.
- At least 5 years experience in a relevant senior management position with a reputable organization.
- Solid experience in program design, management, monitoring and evaluation.
- Experience in working on issues of sustainable development
- Experience in participatory planning methodologies
- Well developed writing and oral communication skills (including report writing and presentation skills)
- Ability to lead and work as team member

Specific Responsibilities:
Financial management
- Ensure compliance with Internews and donor regulations and procedures
- Ensure activities are implemented as per the approved agreements and budgets.
- Coordinate and consolidate the projection of monthly expenditures
- Maintain finance & accounting systems and procedures and ensure adherence
- Supervise day to day accounting operations and financial management functions
- Oversee all procurement in the Kenya office, including reviewing and accounting for procurement transactions to ensure adequate supporting documentation, accuracy of amounts and control over payment
- Provide technical support to staff as necessary
- Implement and monitor cost effective and efficient systems and procedures
- Oversee preparation and submission of monthly financial statements and ensure timely submissions of the same (expenses reports, wire transfer requests to HQ).
Administration
- Responsible for organizational administration, ensuring efficient operations, communications and systems
- Ensure country office policies, procedures and activities are compliant with country laws and regulations (working with Legal advisor).
- Oversee VAT refunds
- Oversee logistical support to programs
- Oversight of all services contracts
- Perform other duties as assigned by the Country Director
Human Resources management (A recommendation, but not a requirement)
- Ensure HR admin systems provide accurate, current information
- Ensure Internews HR policies are aligned to current labour laws and regulation
Education and experience
- Master's degree or other advanced degree in finance, business administration or other related field
- Hold a recognized professional certificate such as CPA, ACCA.
- Demonstrated experience with finance and administration functions of international organizations (at least 5 years)
- Knowledge and technical experience in accounting (including computerized accounting systems), administration and operational practices
- Knowledge of US government funding rules and regulations, financial reporting and disclosure requirements
Skills and abilities
- Demonstrated skills in negotiations and effective communication with staff at all levels of the organization and external partners
- Strong financial management and organizational skills
- Exceptional interpersonal, teamwork, communication, partnering and supervisory skills
- Ability to adapt to conflicting deadlines and priorities established by finance demands
- Ability to communicate financial information to supervisors, department managers, and upper management and employees from other departments
- Ability to provide technical support and training in finance and administration.
